This is the only key I have for a 2000 996 3.4L car. What key is this? Is it a valet key? Does it have a built in transponder (a pill)? It turns the power on but does not engage the starter ... no start. Do I need to go to the dealer to order a key from the VIN?

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

That looks like the valet key. It should still start the car. Does it lock/unlock the center console? Maybe someone put an original key blade to a new valet key head and did not program the transponder.
Valet key. Is that the only key that came with your car? Where are the regular transponder keys?
The original keys are lost. This key was not programmed to the car so it opens the door but does not start the engine. It has to go back for programming.
You can pick up any ole Megamos Crypto 48 " pill" and superglue it to the ignition surround and program it to the car if you have a PIWIS and the programming/learning codes... Then you can have as many " cheap " keys as you want but no remotes.. For remotes you have to buy new ones that come with thier own 10 digit codes that also has to be programmed using PIWIS and the learning codes/IPAS codes ( new remotes will also already have the Megamos Crypto 48 Pill inside them )

Before I go down this Megamos path, are you saying that the Megamos pill does not need its own 10-digit code? That the PIWIS can learn that code and re-use it?

Yes exactly ,,, The PIWIS will recognize the Magamos Pill that is near by and show the ID code in a window.... Then you select which "slot" you want to program it to ( there are only 4 slots availible on the 996 ) If all slots are occupied then choose which one you want to " over-write" then the old one will be erased... But you need the programming/learning/teaching codes for your specific car ..

And the dealer is not going to freely give that out, are they?

Some will some won't. A lot depends on the Dealer and how good of a relationship you have with them ... And how you go about asking them. Just walking in cold off the streets and saying give me the codes usually won't work ... Some will do it but will make you show proof that you own the car.....Others will just so NO .... I mean they kinda have a responsibility to Safe-Guard against Theft by making it difficult ....
