I downloaded the build sheet for my new-to-me 2000 C2. Way down on the spec sheet it says "stricter emissions concept." What does this mean, exactly? Would I benefit more from opening up the exhaust and/or a tune? Also, it says it was ordered with Xenon headlights. I'm pretty sure the headlights on the car are halogen...

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Stricter Emissions Concept means the car was built for USA Market (EPA Laws) ....other countries has less strict emission Laws...
I was confused by the same thing on my 2001 C4 (which was built in Nov of 2000). It said Litronic headlights, but they are Halogen. After some research, i learned that the non-halogen litronics came later, like after 2002. So hopefully that explains it. I guess these were just some sales-shtick from the dealership.

Huh? That is not true. Litronics are HID/Xenon, not halogen.

Meaning they choked up the exhaust, right? Are European cars opened up and/or making any more power? I guess exhaust upgrades don't do much, if anything, for the 3.4 anyway so it's neither here nor there.

No it has nothing to do with the exhaust. It means it meets NA emissions. They add the rear o2 sensors and a SAI pump for start up exhaust dilution. They may also tweak the fi program but i have not seen any data on that.
