I have the chance to purchase an '03 911 at at serious discount. Tha car has everything but PSM. I'm not an overly aggressive driver and the car won't be driven in winter conditions so I don't believe it an issue for me. I am concerned about resale. Does not having PSM have an effect on resale?

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

PSM or some form of stability or traction control is going to be a mandatory feature in future cars, IMHO. Much like ABS is nowadays. It DOES make the car safer, whether you drive aggressively or not. Can you drive it safely without one? Absolutely. I've had mine go on only in the track, and now I drive with it off 'cuz I don't want it to go on at the track. Is a PSM car prefered over a non-PSM car? Absolutely, both as new and as used. What you save now in the new car purchase you will pay for as a used car seller. If you get, as you say, a serious discount up front, it may more than make up for the loss in resale.
A non PSM car is a hard sale. Get the PSM, it might just save you someday.
