If you buy from main dealer it will come with one, otherwise existing owner will either a) have it or b) can have it put on provided they were the owner that let it expire. Its about 1800-2k annually from memory though there are some discounts for buying multiple years in one go, can be extended up to 15 years from first date of registration. Not worth buying one without it due to that. They are essentially bullet proof, I never had an issue with my 997.2 which runs the same power train.
