It may just be cosmoline sprayed on the motor for protection making the outside of the coolant hose look. Have it serviced recently? Regards,

That is a coolant hose. The crap on it and the 4-6 chain area/oil pump looks to be oil/dirt. It could be from bad spark plug o-rings or the AOS going bad blowing oil out the vent on top of head 4-6 under the A/C compressor.
