Read evidence and context
Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

I've replaced the horns on my brother's C4S and managed without removing the bumper.

Not cost effective for a garage to repair though and warranty a job ...
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

The hardest part is getting the bumper off and radiator duct, once that is done the horns are looking at you. They often get corroded joints or as mine had done before, got water in the horn. There are 2, high and low tone.
It's usually the bottom horn that fails .. water ingress due to the angle of it .. depending on model then it can be either high or low tone ... 996 and i THINK it's Baso .. .low tone ... remove to confirm though as 996 and 997 are opposite .
If you have small hands you don't need to remove the PU .. undo a couple of the base screws and you can get inside to remove it .
To be fair i not only have small hands i also have a ramp so cant say if its on axle stands .
You won't hear a click from a relay ..
You either have an issue with both horns are dead or the horn switch is not working .
Both horns dead would be my guess .. a voltmeter on a horn connection will soon say .. if 12 volts then its the horns .. if no voltage then its the switch or i need to investigate further .
Brought my low tone horn back from the dead twice now over 6 years. No need to replace, just a good spray of WD40 down the spout and then a few tweeks of the tuning screw on the back whilst keep operating the horn. May want to disconnect the other horn whilst you're doing it or you may upset the neighbours.
Too much throwing away and buying new when it's not needed going on in this world.
You never cease to amaze me at times .. yup you could repair these , its only water ingress to a plate after all .. poor design in that the angle of the horn allows water ingress on the bottom one .
I've replaced hundreds over the years and 90% have all been the bottom one .

Andy .. technically you could start at the relay but it's a bit of a faff to get at .. you can get the horn off with the bumper on but to be honest it's a quick job to remove it and you get to clean out leaves from the rads at the same time .
Yep, leaves out was the reason for pulling the bumper too. I'm going to strip and repaint the radiator mounting brackets, they looked like they needed some tlc while I was doing the aircon pipe under the front arch.
