Yes, you can activate or deactivate either while driving. PASM changes, either on or off, immediately. Sport Chrono, on the other hand, requires you to come completely off the throttle before it will either turn on or off. This is because Sport Chrono changes the throttle map. You don't want to go from 20% throttle to 40% throttle at the push of a button.

SC turns on/off immediately, only the throttle remap is delayed when turned on, as described in the previous post.
