Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

I changed the bulb in the dash and the system started working again.

Suggestion
As said, if it does not work at all, check brake lights and the switches on the brake pedal.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I had the same problem, had to get the cruise control recoded and that fixed the problem
2000 tiptronic
-nothing happens when the on -off button is pushed. no dash light showing its on
-all brake lights are working as they should
-fuse is good.
any ideas where to start ?
Press the A (the end switch) on the automatic speed control lever. The green indicator light in the speedometer now indicates readiness. Bring the car to the desired speed with the accelerator, then push the operating lever forward 1 briefly (towards the dash) to engage the speed control. Once engaged, speed can be corrected in steps of 1 MPH by briefly pushing the lever forward (increase) or down (decrease). There is no clicking on the stalk, it is more of a fluid operation. Pulling the lever towards you (towards the steering wheel) interrupts the speed control, as does stomping on the brake pedal.
As said, if it does not work at all, check brake lights and the switches on the brake pedal. Those disengage the speed control. Fuse at B7 is the brake/speed control fuse. I don't remember the exact cutoff speed, but I think it will not engage the speed control below 25 MPH - "The automatic speed control maintains any selected speed between 25 MPH and 120 MPH."
Now, aftermarket LED tail lights have been known to cause a problem. Do you have aftermarket LED tail lights? Also, do an Egas calibration of the accelerator pedal. Key off, key to ON position, do not touch the accelerator pedal, wait 60 seconds, key off. Then start as normal. It could also be a faulty brake pedal switch. Anything else not work? What recent work has been done on the car?
-Switch A does nothing. no ready indicator.
-Stock tail lights.
-The car is new to me, engine was removed by Porsche dealer last year for AOS replacement. possible electrical connection not plugged in ?
-brake light switch seem to be working fine with normal effort needed to activate brake lights.
-Everything else on the car is working as it should.
-I will try the E-gas calibration.
I hope youre able to figure out the problem but i will confess that ive put 29k miles on my 996 in under 2 years and have engaged the cruise control 1x just to see if it worked. I do lots of open highway driving including a 130 mile round trip daily commute and still never think of using it.
If the green light on the speedo doesn't come on it's almost certainly something wrong with the switch in the stalk.
You may be able to read the switches with Durametric. At least on VW/AUDI the switches can be read with VCDS.
I had this exact thing happen when I purchased a 2001. Checked the fuse and bulb, both good. Got a durametric and recoded the cruise control. Never had a problem since.
I changed the bulb in the dash and the system started working again.
Also check to see if the clutch switch is working. Also, the helper spring in clutch could have been removed (mine is... better clutch feel) but this can also prevent the clutch pedal from returning to top dead position - which fails to activate the clutch spring.
