Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Suggestion
I would definitely check the panels and seams for accident damage.
Leading evidence: 'Check panels and seams' (no explicit attributable resolution; this is a reported action or suggestion). Perhaps it broke and was replaced (the corner infil) or the whole unit was replaced.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I was looking at a prospective purchase today and noticed that the two headlights were different. The drivers side one was kind of rippled behind the glass on the surround whereas the passenger one was completely smooth. He had never noticed this before! I'm assuming one has been replaced at some point but why is it so obviously different?
Any ideas
I've tried looking at some pics online but that bit always reflects the lights so it's hard to see

Just re-read your post, you say they are Litronics (projector xenons).
These should have washer jets in the corner infills (if full OEM/factory)
Approx £24 each.
if your talking about face lift headlights then the smooth ones are turbo ones and the rippled ones are non turbo even if they have washers or not i've seen turbo's without washers
these are non turbo

CARPY is right, I speed read your first post (that and a couple of beers!) and was confused by second post description that said it was:
The satellite lamp, away from main lamp and to the centre of the car is the fog light, the indicator is below the main lamp.
996 non-Turbo
996 Turbo
I would still suggest getting to the bottom of why they are different and whether it was a stone chip etc replacement (or headlamp failure) or crash damage (not fastidiously carried out).
Thats exactly it. As far as i know the car has never had any panel damage so I'm assuming that it's been a cheapo replacement at some point for a stonechip or something.
The owner is a mate who is trying to sell me the car and i trust what he says. He knows the previous owner
headlights get smashed with stones so maybe no panel damage at all , turbo lights are not as common as the others to pick up second hand i bet the price new is the same no real problem i would just want a matching pair you could find a match and sell the replaced one with out costing any money , on a good day you may even make a few bob

Anyone ever tried painting that 'rippled' bit in the same colour as the body, making the headlights look a bit like 997 ones? Would probably look awful though, right...?
Well, you'd need to bake the headlamp in a oven to remove the front lens.
(and better to start with the flat/non-rippled/Turbo lamps - see below)
Or get horrid stick-on masks:
