I see that DC Automotive has quite a few used springs from various model 996's.

Suggestion
1 switch (iirr, the plunger switch) lets dme know the clutch is fully depressed in order to start the car, the other( iirr the micro switch) lets the dme/cc know if the clutch is even slightly depressed to shut down cruise control and avoid run away rpm.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

The turn signal no longer returns to the off position now but cc didn't work before.
Having read through as much as i can find regarding the cruise not working i cant seem to find info with the same scenario so here goes
The cc light never lights. The bulb is good, the brake lights work.both third lights, no led bulb replacements.. the clutch switch is new.
Maybe the stalk is bad? The turn signal no longer returns to the off position now but cc didn't work before. These 10hr drives are becoming exhausting for my right foot
Any lights on the dash? Cruise won't work if there are ABS errors or if PSM is disabled. Tho '99s might not have PSM. Have you got an ODB reader? I would miss cruise control as well ... Good luck.
Clutch helper spring? Pull the clutch up and check if the CC turns on. My helper spring went bad and the pedal wasnt returning all the way, leaving the switch open. The CC wouldnt work thinking the clutch was engaged. Good luck fixing it!
Did you check fuse B7? That supplies voltage via the ignition switch. If you have voltage on both sides of fuse then your control/servo is most likely shot. If no voltage then your ignition switch is faulty or the fuse.
If you can contort yourself under the dash then
you might want to consider buying the controller off eBay. Theyre around sixty bucks.
Thank you, i started out with the fuse but will double check. All the brake lights are working though. I have yet to hear of the servo but i have been in the foot well replacing the clutch switch.
I'm going to jump in on this post, because my CC works intermittently, and I would like to solve it. All lights work, etc.. One time on the highway, the CC turned off when we went over a rough bump. I will check out my clutch helper spring and the other suggestions. I was told too, by a Porsche Indy that sometimes the brake light switch at the pedal can be bad.
Are there any cable connections that we can check to be sure they are tight?
Thanks,
Steve
Yes, my CC light was still lit up on the dash. After it went out over a rough bump in the highway, it didn't come back on until I fiddled with the stalk for several minutes.
I took the steering column covers off, and saw there were actual contact points visible from underneath. So I cleaned them with a clean business card. However, it didn't seem to make a difference. I crawled under the dash and noticed there are two switches on the clutch lever. One is a large black plastic unit with a plunger that goes in and out of it, and the other is a tiny microswitch with a thin metal arm that moves. Perhaps I'll check that one out, since it's easiest to get to, and see if it's supposed to be normally open or normally closed.
Thanks,
Steve

From your description, sounds like your clutch rpm over run switch(micro switch..?) is at fault...

The brake light switch can still be causing the issue. I installed a new switch and lost my CC. Needed to adjust it properly to get it back. Short version: the plunger is adjustable for depth. Pull it out as far as it goes, install the switch, hit the brake pedal. That should do it.
This is still my vote. The broken spring does not push the pedal up against the switch. How heavy is your clutch? If the spring is working, it will be pretty light.
First of all, my clutch is not light. I just came back from a short winery tour. I found that while on the highway, I can put my foot under the clutch pedal and pull it towards me ever so slightly. The CC worked perfectly. When I take my foot away, the CC would go off after a minute or two. Pulling it towards me again, I can get the CC to immediately engage. So it is definitely something like the helper spring on the clutch pedal.
How do I get to that spring? Is it buried up under the dash? Can a civilian replace it?
Thanks much,
Steve
Yep. This is exactly what mine would do and led me to the broken spring. Yes, it is under the dash connected to the pedal and a bracket. It's a bit fiddly to get into position because you need to hold the pedal down while getting it into place. The key is the pin at the end of the can that keeps the spring compressed while you get it installed. Do not remove this pin until it is in place! Certainly not difficult if you do your own maintenance work. Youtube search should bring up some videos. One thing to be aware of is there are 2 springs that will fit our car. The stock spring creates a really light pedal. I equate it to an old Toyota Corolla I had. The spring for the Turbo creates a little heavier pedal. This is the one I went with. If you search within Rennlist, you will find these discussions. The regular spring PN is 996-423-018-119 and the Turbo spring is 996-423-081-50(I think)(I went to double check at autoatlanta.com but the pages for the 996 Turbo are a bit weird right now. Good luck!
ETA: Here is the AutoAtlanta page where the spring for the Turbo is listed:

Thanks golock911,
I checked my spring, and what do you know... it's gone! So the PO must have wanted a different clutch pedal feel. Anyway, I'll order one and put it back in.
Also too, how do you get that black hvac duct out of the way? I tried to compress it from side to side, thinking it would uncouple from one end or the other and it does not budge.
Thank you,
Steve
Not surprised. Many people have removed the spring, not caring whether the CC works. There was even a discussion where people were buying individual springs from McMasterCarr to customize the weight. If you can figure that out, it might be cheaper than buying the whole assembly.
The air duct just pulls out, I recall. I remember the first time thinking I would break it if I pulled on it any harder, but it didn't. The car is at the shop so I can't even go out and refresh how I did it. I think it's a pull to one side while pulling down and then it pops out. Sorry. Not much help. I'll have the car back at the end of May.
If PO removed the clutch assist spring, this is an easy and free solution. I had a similar issue where my clutch pedal wouldn't return far enough to trigger the switch. Searched the miscellaneous/left over screw bin and did some careful pre drilling and voila the cruise engages now. The good thing is that it can be adjusted to correctly contact the pedal.
I finally got that duct out. It is pretty tough to pull to one side, and I felt like I was going to break it. But, it eventually moved to the left enough to come free. There I can see the spring and attachment bolt is gone. I see that DC Automotive has quite a few used springs from various model 996's. So I was going to call them first thing Monday morning and see if they can help me out again.
Thanks,
Steve
