Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

I have a 99 Cab so I also removed, inspected and cleaned the immobilizer which showed not signs of water or even any corrosion damage.
Leading evidence: 'Clean immobilizer' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Clean immobilizer' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

I still cleaned off both sides with contact cleaner.

If you had a PIWIS and more importantly the IPAS/programming codes, you could do a few more things like reprogram the key to the Immo or even replace the Immo with a new one ...
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Before I reach out to one the ECU Repair companies, what are my options in troubleshooting or repairing this code without having to send the ECU/Immobilizer and Key out or diagnosis and repair?
The back story to my project is we purchased this 2000 911 in rare zenith blue with know engine issues. After removal and tear down we discovered " bore scoring and spun bearings" about 18+ months ago. Not sure if or when it was last started, but the current owner stated it would start but smoked excessively, etc.. After purchase I sent it off to LN for 3.8 Nickies overhaul and over the past few months assembled the engine with all new parts. This weekend was installation which was pretty easy until it came to startup which didn't happen. I used both my Durametric and Launch v5 both providing P1571 / 39 code " DME can't communicate with Immobilizer, as well as code 42 Wrong key or Wrong pill code. And two other codes 47 - control lock sync and 61 central lock position unlock not reached. The locking system and alarm both work. I have a 99 Cab so I also removed, inspected and cleaned the immobilizer which showed not signs of water or even any corrosion damage. I still cleaned off both sides with contact cleaner. Unfortunately I only have one key with pill. I install a new battery and it flashed red when the button is depressed but it wont unlock either of the doors. The interior central locking button works as well as when the key is inserted into the door locks. I also tested the clutch switch by jumper and with the Durametric and its activates perfectly. I used the Durametric and initialize the fuel pump, fans, etc.
After all the testing still no crank. So are there any other options or is sending the ECU, etc...out for repair my only option?
John
Sending the Immo/DME/Key to ECU Doctor is not the only option but is the best option most likely in your case ...
If you had a PIWIS and more importantly the IPAS/programming codes, you could do a few more things like reprogram the key to the Immo or even replace the Immo with a new one ...
John unfortunatly without the IPAS codes you really can't do anything with the "Security /Anti-theft " portion of the System ...
But there is a 10amp fuse "on" the IMMO its self and a couple more in the fuse box that you need to be sure are not blown and the cause of the codes/no-start...
I did test all fuses and even replace the one in the IMMO with a new fuse. Unfortunately the P1571/39 codes always come back immediately after cleaning them and turning back on the ignition. I guess off to Specialized ECU unless there are other options. Plus it would be nice to have a second key.
Thanks John
