I replaced the fuel bleeder valve, 99620114301 and upon the first test with everything hand tight (ground, bolts etc) the two gallons from my Jerry can went in faster than they did when the problem was occurring.
Leading evidence: 'occurring' (1 discussions report identifying this cause; no attributable repair resolution). Across 1 matching discussions, the most frequently mentioned possible cause is 'occurring' (1 discussions; 1 report identifying it and 0 suggest it). The most frequently discussed action is 'Check fuse e6- its fine' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

I checked the wires under the battery tray and they looked fine.

These are separate views of the same evidence. Frequency alone does not establish a fix, and these counts must not be added together.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Fuel problem began around 3k miles ago on a long road trip. Car would only fill up at the pump up to 3/4 a tank, I would tilt the pump a downwards, so the pump would be further in the tank, as if I was pouring from a bucket, I would get a full tank this way for a couple thousand miles.
About 500 miles or so ago, was only able to get .25 to .40 gallon in at a time, then the pumps would shut off assuming the car was full. Same thing would happen with my Jerry can.
I replaced the fuel bleeder valve, 99620114301 and upon the first test with everything hand tight (ground, bolts etc) the two gallons from my Jerry can went in faster than they did when the problem was occurring. I tightened everything down, and then the problem persisted with the flags station pumps didnt work and the Jerry can would auto stop. I disassembled it, made sure the magnet wire housing was in the detent and snug (added electrical tape from the existing wiring protection to ensure it would be on the hook and in place during installation), and still no dice.
Checked fuse e6- its fine. The car had some sort of Frankenstein wiring for a radar that I snipped 6k miles ago, problem only came up recently so I doubt that its electrical. Car has the same filling issue with the battery disconnected.
Went to complete Porsche TSB 5/99
https://www.porscheclubgb.com/legacy/clientftp/Register/996/misc/996_Fuel_Hose_Modification.pdf
but I believe that the 4S has a different fuel pump and lines as the lines had no slack to pin them as per the the TSB instruction.
I checked the wires under the battery tray and they looked fine.
At a complete loss now. Is this the charcoal canister? I put a clothes hanger down the fuel neck to see if theres any obstructions but nothing. The valve works when I play with the fuel flap. The fuel door cover is new as well. Im giving this one more shot before I hand it over to my Indy. Any help is greatly appreciated.
Did you test vent valve # 23 in this diagram ?? It should have an audible click when the fuel pipe flap is opened to vent the tank ....
It the fuel flap does not trigger the vent valve to open you can not fill the tank ...
By fuel pipe flap, youre referring to the place where the gas pump nozzle goes in, correct? If so, yes I hear the click loud and clear when I press it down with my finger.
Just for others who find this thread... This is from the reddit thread also started by the OP.

I believe you need to pull the fender liner and have a look at the vent line. I'm expecting something is blocking that line. The air in the tank is not able to escape fast enough.
Many months later, I took it to my indy. A rat chewed through the purge valve electrical connection. Had to take the front diff and move the fuel tank out of the way to patch up the line. Replaced the valve while we were in there.
Car fills up, still has issues around the 3/4 tank mark but many cars have this and seems to be a 996 thing regardless.
With the battery connected, I would press my finger down on the fuel door flap (where the gas nozzle goes in, first think you see when removing the gas cap) and I heard audible clicking.
It would be hard for it to make a click sound when the wiring is chewed into . Must have been something else making the click sound...
Anyways glad its all fixed ...
