Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Suggestion
I would suggest doing a "hard reset" on the DME by disconnecting the battery positive cable (at the post) and touching it to ground to dissipate all internal condensers.
Leading evidence: 'Install within the last 2500 miles' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'tab or sensor' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Disconnect battery positive cable (at the post) and touching it' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suspected cause
Since it run great I still suspect the tab or sensor.

First things first, if the engine runs strong, there is no way the cam can be 80-100 degrees off, it would run like s**t.
These are separate views of the same evidence. Frequency alone does not establish a fix, and these counts must not be added together.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Scanned a 1999 C4 today (for sale) with Durametric pro. Car has 74,000miles.
Ambient temp 0*C/32*F.
Bank one read 80 degrees at rest/cold, bank two at zero (0). Readings at idle cold, unchanged.
Readings cold at 3000 rpm bounced to 107 degrees bank one, 0 degrees bank two.
Readings with engine warm were the same/unchanged. Returned to 80*/0* at idle/warm.
Car has, according to receipts from seller and reinforced by Old two row IMSB "in-hand" (perfect btw), a new "FVD" IMSB installed within the last 2500 miles.
Also has an evoms Tune dating back to 2008. Approx 20k ago.
No check engine light. Car runs strong.
Only codes are 1130 and 1137.
Thoughts?
First things first, if the engine runs strong, there is no way the cam can be 80-100 degrees off, it would run like s**t.
That leaves you a problem in the tester, or the DME programming, sensors.
The ROW cars have only 1 CPS, where USA cars have 2, and both signals are sent over the same wire, the DME deciphers which is bank 1 and which is bank 2 if programmed for USA. The DME CAN get confused on which is which if cam timing was temporarily set grossly incorrectly.
I would suggest doing a "hard reset" on the DME by disconnecting the battery positive cable (at the post) and touching it to ground to dissipate all internal condensers. NOTE: make sure there are no other power supplies or accessories hooked to the car before performing "hard reset"..
99's seem to have more trouble displaying cam values than other years.
My semi-educated guess. Cam timing is good but the reluctor ring (metal ring and tab on cam) has slipped out of position or the pickup sensor is bad and 80 degrees is the bad max value. No way a cam is 80 degrees out and the engine runs well so it's a sensor or measurement issue.
Thanks. All good points people.
Obviously, or not, I do not believe the cam is out 80*. The fact that it advances 27* (to 107*) at 3000rpm is interesting.
Yes, latest version of durametric, which as many know has its own glitches. And yes, 80 degrees not 8.
Engine would not run with a camshaft out that much. Pull the scavenge pump and with a bore scope have a look at the cam reluctor ring at TDC. You should be able to see the bottom of the cam position sensor and the tab on the cam. OR just walk away from this car.
