Read evidence and context
Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

I replaced the sensors and dampers with the new Brembo brake set.
Leading evidence: 'Replace sensors and dampers' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'brake squeal is mostly' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Replace after the fact if you get squeal' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suspected cause
I suspect brake squeal is mostly from pad material choice rather than dampers.

Suggestion
Im another that did not replace them when changing the pads.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I'm doing the brakes on the targa. Disassembled one corner a little while ago and discovered there is some kind of plate glued to the back of the brake pad. Digdigdig -- ah, it's a "brake damper". More digging has only sent my mind into a spinning maelstrom of confusion:
some people replace them
some people re-use them
some people who re-use them glue them
some people who re-use them don't glue them
some people don't use them at all
Autoatlanta hard parts pages do not list a brake damper for the 996
The latest PET I downloaded does not list a brake damper for the 996
It is nevertheless possible to purchase brand new Porsche branded brake dampers
And so on. I think I'm justified in saying "arrggghhhh!!!!!"
I'm not opposed to putting the job on hold until I obtain the parts, but neither do I want to spend a lot of time and effort putting something in that Porsche doesn't even list in their parts breakdown anymore. Any advice gladly digested, thanks.
So, 3 votes to leave them out, 1 vote to replace them. At this point I should also add that several of the "usual" parts suppliers sell pad/rotor kits, and none of them include the dampers.
Not sure what your shims were but here's what I'm talking about for the 996 (thank you FCP Euro). The flat side goes against the back of the brake pad, the **** side goes into the caliper piston(s). On the front at least there is an adhesive on the flat side to attach it to the pad.
Front, 2 per side
Rear, 4 per side
Dave, I'm on my fourth Porsche in a decade and I used to just pop them off and reuse them on the new pads. However, on my current 996, the previous owner wasn't using the dampers nor the sensors. I replaced the sensors and dampers with the new Brembo brake set. I know a lot of people that track their cars don't like the dampers because it makes it hard to swap out the pads.
I suggest posting your brake pad brand and material and ask those that have no dampers if yours match what they have.
It would be annoying to me to have pad squeal and then Id have to back in there and do this a second time.
Funny, I waited an extra amount of time during Covid supply chain issues for my dampers (Akebono pads) and remember paying a pretty penny for all those dampers on my car.
I suspect brake squeal is mostly from pad material choice rather than dampers.
