I have a peculiar situation. I noticed that the engine light will turn on, if the air-conditioning compressor is not on. This causes the fans not to be activated when the engine light comes on. I assume that if you drove the car any long-distance, you would have an overheating situation.
There is probably a sensor that's gone bad, and it won't allow the fans to go on when the air-conditioning compressor is not activated.
I would appreciate it, if someone would shed some light on to this problem. Is there a sensor that is the culprit, and where is it.

Could check fuses. There is a thread with info on a resistor in the fan circuit. I don't know but I'd suspect a lost ground and the monitor sees it as no fans till the a/c is kicked in and grounding the fan circuit through its circuit.
Interesting. I was checking the radiator fan operation in my 02 Boxster.
I got the engine coolant temperature hot enough that fans should be on. 212F+ hot. (I used an OBD scan tool to monitor the coolant temp. as engine was running at fast idle.)
Got out and checked and found the driver's side fan was not on. The passenger side fan was on its low speed.
I did not have the A/C on. Purposely so cause I know the A/C causes the fans to come on regardless of coolant temperature.
There was no check error light. The tech informed to me today the fan works at high speed. The low speed resistor is bad and will be replaced.
I was told this is a 2 hour job....ouch.
Service manager said he'd give me some break on the price!
Oh, as I was checking the radiator fans I noticed coolant running from under the car. Traced this to a split coolant tank. This is going to be replaced as well.
Just a coincidence the tank picked this time to leak. I had been smelling anti-freeze when I opened the rear trunk and when I was around back of car now for I don't know how long. However, the coolant level remained good and the engine never showed any signs of overheating.
Now in your car's case with both fans not working at low speed the reason may be related to the coolant temperature sensor not functioning which could be a check engine light event.
As Loren said, get the codes read. I'd very much like to know what the codes are.
