That is normal...........part of the problem is the length of that tube and the temperature variation inside of it that causes moisture to condense and with the oil environment in the tube, you end up getting that gooey milk colored deposit especially on the back of the cap.

I have this car since June and lately I noticed once and awhile during starting some blue smoke coming out of the exhaust! Not all the time just once a awhile. Now I noticed that the oil level has dropped quiet a lot but everything is dry underneath the car. Also on top of that having a look at the oil filler cap shows signs of a white foam on the cap or in the oil filler tube! This is my second 996 and the first one the RMS seal had to be changed! Please tell me I am over sensitive and just waiting for something to happen or do I really have a problem with my engine!! Thanks for any info!
Have you seen the coolant tank?
Perhaps there is an oil-coolant contamination....
And what about the oil dipstick?
Did you notice that the blue smoke is coming from the left exhaust tail pipe?
The oil stick shows about the same as the indication on the display! I didn't notice about the left or right exhaust but I'll check that! And I haven't had a look at the coolant tank yet! I'll check when I get home on the weekend!
Smoke at start-up is caused from the valve-stem seals leaking from setting. When a car sets (long/short), some valves are left open and some are left closed. The oil seeps down into the cylinders from the valves. When you start the vehicle, the oil ignites with the fuel causing the smoke.
No sign of oil leaks would indicate your vehicle is burning the oil.
To my knowledge, the foam/milky residue is from water contaminating your oil in some way. Could be just heavy condensation. I hope. Clean residue and change oil. Check oil again.

While it probably isn't serious, you might see if you can determine a pattern to the smoking.
For example, upon normal startup, my 996 doesn't smoke (regular or menthols). But, if I start it (when cold) and just run it for a few minutes (like moving it from the garage outside to wash it; or if I realize that I forgot something in the house & stop the engine to go get it), it will often smoke a bit when restarted. I've never thought it was anything to worry about.
I had a car with a Ferrari engine in it. For those, you worried if they Didn't smoke when you started them.
Anyway, you might look for a pattern that might shed a little light on it.
