Suggestion
Check fuel door lock, and try to chase down the power that operates these locks.
Leading evidence: 'Check fuel door lock, and try' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Check fuel door lock, and try' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. U would have to check my wirng diagram but u should be able to triger the actuator with a jumper.

I tried the suggested battery disconnect for 30 minutes to no avail.

Suggestion
Id disconnect battery and leave off for a minute and then connect and try before I pulled anything apart.

Its true that although the 99 uses cables to operate both front and rear, there is still an electric lock that can get stuck.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Any ideas or troubleshooting help with my 1999 996 C2? I had access to the frunk and engine compartments since day one using the interior manual latch with no issues what so ever. The battery is great on a trickle charger and the car runs fine. A few days ago I closed the frunk and backed the car out of the garage, took it for a spin after a brake and rotor job. Now for some unknown reason both hood latch release mechanisms are now locked. I tried to release it with the remote, the interior door lock and also the key locking and unlock. Nothing will release allowing me to open either hood. This weekend I will remove the drivers side tire to access the manual release but is there any way to remedy the locking mechanism? Some forums suggested the actuator may have broken? Any ideas are appreciated. Does anyone have the steps to trouble the actuator>

I guess u will need to get to the acuator to test it or at least the harness. U have to pull the drivers seat and the threahold cover. U will see the actuator mounted to the plastic support structure. U would have to check my wirng diagram but u should be able to triger the actuator with a jumper. It would be in one if the plugs in the modual under the seat.
The hatches will open with the emergancy cable release if u can find them.
Thanks De Jeeper, I've tried all the remote and interior/exterior door lock sequences and none work. So I'm going to find and pull the cables for access and then troubleshoot the actuator before things like the immobilizer are looked. plus I only got one key with this car so that's another think I need to address.. I do have a PIWIS 3 but I don't think it's helpful in troubleshooting this issue. if I'm wrong let me know.

Here us the diagram and what to look for. Does the fuel door open? Its on the same wires if it does open tgen there is power probably going to the actuator and it has gone bad.
Drive cover/tank cover open and close is what u r looking at
The engine bay lid is mechanical (cable) not electric on a 1999. I believe the frunk is too, but there might be an electronic lock like on my 2000. A battery is not required to open the engine compartment.
The frunk on my 99 wouldnt open one day. The lock mechanism was basically seized. I replaced it after having to carefully pry the hood open. Its true that although the 99 uses cables to operate both front and rear, there is still an electric lock that can get stuck.
Its unlikely both lock mechanisms failed on this car though. More likely that something isnt working electrically. Check fuel door lock, and try to chase down the power that operates these locks.
There is no electronic lock mechanism for the early cars. The cable manually releases the latch. The wire going to the lock r only for the micro switches to tell the car its closed.
The actuator in the car rhat blocks the handle can fail but the emergancy csble will still work.

When the battery is discharged, the lever for the front hood can't be unlocked. Using jumper cables, the battery of another car can be used to open the front Hood. To connect the cables, refer to "Emergency Starting with Jumper Cables".
The Emergency starting page just shows the engine jumping points.
Finally got a chance today to troubleshoot my Frunk/Trunk issues. First, I pulled the front driver's side tire to access the cable to access the frunk and battery. I tried the suggested battery disconnect for 30 minutes to no avail. I removed the door sill plate and used to key to test and see if the actuator was
in fact, moving forward and back. It was working as it should. I did notice that the hook that the actuator moves to release hood mechanisms looked broken, but when the door was locked the hood release also locked. So, I sprayed some dry lube on the actuator and other moving parts. I tested again with the key and the door and frunk/trunk locked and released them only after unlocking and then opening the doors. For now, I'll say everything is working. If it happens again, I will update this post with more troubleshooting steps.
Thanks for everyone's advice and suggestions. A lot of info on solving dead battery access issues but not much when the actuator or sill mechanism isn't working properly.

Similar issue on my 99 996 C2. Can you elaborate a bit on what you lubed/checked? Where is the actuator located, under the sill plate? I saw where someone mentioned it being under the driver seat. My car does not have electronic release for f/trunk or gas hatch.
Ok, I removed the sill plate today and took a look. Seems like the actuator might be the issue as well. Actuator was under the door sill, in the lower rear portion (back right, towards rear of the car). Is the actuator supposed to lock/unlock the f/trunk latches when the car is locked/unlocked with the remote?
