Reported cause
I was at a cars & coffee event at a local well respected indy shop and one of the principals told me it was the starter.
Leading evidence: 'starter' (1 discussions report identifying this cause; no attributable repair resolution). Across 1 matching discussions, the most frequently mentioned possible cause is 'starter' (1 discussions; 1 report identifying it and 0 suggest it). The most frequently discussed action is 'Check amazon' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

It was frigid here in Philly, and upon starting my '03 C2, I heard a strange, squeaking/squealing sound at the end of the initial ignition. It happened twice more, as a test, but hasn't occurred again since the car was driven and warmed up. Is this just a cold weather thing? Anyone else experience this issue?
As an aside, I've come to relish the moment when people see me pop my toddler boy out of his car seat in the back. They look at me like I am a lunatic, and I tell them it is the best damn family car for the money. It doesn't get old.
Starter is not disengaging completely. If it's high-pitched, pretty loud, instantaneous as soon as the car catches, and stops after a second or two, the bendix drive on the starter is not disengaging.
Google it and decide which lubricant you want to use to help things disengage properly after the car starts.
If the sound last much longer than a couple of seconds - like 30 seconds plus - it might be your secondary air injection pump.
Finally, it's also possible to get squealing if your serpentine belt is stretched out/glazed (or if the belt tensioner is failing) - but you would likely also hear the same sound at other times, so this seems less probable.
My $1: it's the starter.
How long does the sound last?
Could be the secondary air injection pump starting to go bad. Mine did the same thing as the weather got cold last year. It eventually did it on every cold start. Pop the deck lid after you start and see if the noise is coming from the far left side. I think it was $280 from Pelican Parts and about 1 hour for a straightforward DIY.
I bet it's the SAI pump bearings screaming at you. Typical to see a few of these threads when the weather gets cold.
KK has a good write up for "rebuilding" the pump. Easy job.

That's exactly my issue. Can I do this myself and is this easily accessible?
Here's one of the write-ups for replacing the starter. You could take it out, clean it, lube it, and put it back together - but once you decide to tackle the job, it's probably worth installing a rebuilt starter so you KNOW you won't be doing it again next weekend...

My C4 does that with the right combination of temperature and humidity. In my case it's the air pump slowly wearing, but (according to the local specialist), it's not bad enough to warrant replacement yet.
IMHO - do not go in there for starter replacement and put in a rebuilt starter. I did that to save a few bucks...lasted all of 18 months. Bendix blown out. Go for a brand new starter - Bosch w/warranty. Got mine off Amazon delivered in one day.
^ That sucks - and should not be the case with a quality rebuilt starter. Bosch, for example, "remanufactures" starters - everything except the case is replaced - so it
ought
to last as long as a new Bosch starter... However, the warranty for a rebuilt Bosch is 2 years whereas the warranty for a new one is lifetime/unlimited miles...so...maybe you're on to something.
Yeah well, thought I was doing the right thing...got a Bosch rebuilt starter and figured that would be good and save a little $ to boot. Nope. Just my opinion, but if your going in and replacing the starter, just spend the extra $$ and get a new one. There was a vast difference between the rebuilt starter and the new one, particularly the bendix drive and bearing. Both were Bosch...go figure.
Haven't done anything with it yet. I was at a cars & coffee event at a local well respected indy shop and one of the principals told me it was the starter. he said they typically pull them out and lube 'em up and they're good to go.
Personally unsure *where* they lube (bendix shaft?) but I may try that at first.
I just checked Amazon. They have several *new* not rebuilt, but NON--BOSCH starters from $115-160. They only had one Bosch starter that was reman (company was not Bosch), so I'm curious if others have used these no-name NEW starters? BIG price advantage over Porsche parts house new Bosch starters...
Ahsai posted this for me a few months ago. Scroll down to the youtube video; that's the sound I have.

Carl, you can get a brand new Bosch starter on Amazon for $200

You can also remove then hot wire the starter and see if the gear deploys and retracts with no issues.
Then spray where the gear attaches to the starter with this (a tip I got from a pro on Renntech.org)

Ahsai:
Thanks for the ID. Do you know exactly what's causing the bench saw noise?
With regards to the two options:
1) If I were to just re-lube it will the problem quickly resurface in your opinion, or will it be a permanent fix.
2) If I were to replace it, are all 996's using the same SAI pump, or would i need to find one particular to my year.
Appreciated
1) Search SAI DIY by KrazyK. The fix may last..ymmv though
2) Yes you need to (if you want to keep it original). MkI and II use different pumps and yours a Mk II.
Ahsai:
Thanks bud
1) for those with the same issue, here's the KrazyK's DIY link -
https://rennlist.com/forums/996-foru...epair-diy.html
2) any recommendations for where to purchase the Mk2 SAI pump? I'm mainly only seeing Autohaus on google and I have 0 experience them.
Thank you
Before you remove it, you could unplug its power and see if the noise goes away just to be 100% sure.
This one looks good

Autohaus is fine for Bosch parts and I've used them before. You can also check with Jason from warehouse33auto.com They offer discounts to Rennlisters.
Thank you Ahsai, we have that part here--->
