You probably have a broken plastic retaining lock for the lock actuating rod and the rod is disconnected from the latch.
Leading evidence: 'Disconnect from the latch' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Disconnect battery' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

When pulling the door panel ALWAYS disconnect the battery.

You will be disconnecting the door air bag and you do not want power to that when pulling the door panel.

BUT, the door still won't unlatch using the exterior door handle.

The first thing I noticed after disarming the alarm and unlocking the doors using the remote button on the key was that the driver's side door wouldn't open using the external handle.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

My MY2000 996 just developed a problem with the driver's side door latch.
The first thing I noticed after disarming the alarm and unlocking the doors using the remote button on the key was that the driver's side door wouldn't open using the external handle. I had to open the door by entering the car via the passenger door (which opened fine) using the interior latch handle.
I charged up the battery and sprayed WD40 into the keyhole as well as onto the latch portion that I can see at the rear of the door when it is opened. Both had no effect. When the door was closed again it still didn't open using the external handle.
So I fiddled with the latch (pushed it inwards using my finger) and it clicked into the locked position. Now the latch doesn't want to open and therefore the door will not latch closed.
I don't want to apply too much force on the latch in case it breaks (it's plastic).
Any advice is welcome.
I've attached a photo of my latch in the now closed position.
Use the interior door handle to "spring" the latch open. It should release the latch. Might try pulling the interior door handle and use your finger to move the latch back to the open position.
There is a bowden cable that runs from the interior door handle to the door lock mechanism. There is a mechanical link from the exterior door handle to the door lock mechanism. Sounds like your exterior door handle mechanical link either came apart or broke.
These two links will show you what is in the door handle and door lock mechanism:

You might have posted while I was editing. See the diagrams for the mechanical link between the exterior door handle and the door lock mechanism. You may have to remove the door panel and exterior handle to find out what is wrong.
From the second diagram, it looks like it might be one of the parts numbered 9, 10, 11 and 12 that has disconnected or broke.
If so, I assume that means taking the door apart to check?
You probably have a broken plastic retaining lock for the lock actuating rod and the rod is disconnected from the latch. OR you have a broken door handle part that connects the rod to the latch. Either way, you'll have to get your hands dirty and take the inside panel off to see what is going on.
Looked at it again. Pulled outwards on the door handle and was able to see the head of the bolt (item 10). Looked through the small space under the latch (when held open) and I was able to see a small wire (item 9) that was attached to the bolt and hanging downwards. Using a thin dental instrument I was able to move the wire which was loose and not attached at the inwards end. Obviously this should be tight when the door handle is pulled outwards. So the inner end attachment has come loose or broken.
Guess it's now necessary to remove the inner door panel. Anyone seen any posts showing how this is done?
This is a write up on how to pull the door panel and replace a window regulator. At least it will get you through the door panel removal -

When pulling the door panel ALWAYS disconnect the battery. You will be disconnecting the door air bag and you do not want power to that when pulling the door panel. Also, do not re-connect the battery until you have the air bag wiring connector plug back in, otherwise it will throw an air bag warning light and you need Durametric or something similar to reset that.
I would also lower the windows and pop the frunk and engine lid open before disconnecting the battery. Mine has cables but maybe yours doesn't.
Good luck!
