Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Suggestion
Without replacing the glue underneath it would be difficult to repair that.

Ive been using Lexol on it and nothings changed.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

For dry leather you can try something like leatherique, its like oiling a baseball glove. It might help or it might not, it certainly isn't going to hurt but it honestly doesn't look that bad. There is only so much you can do for cracking, at the very least it might help prevent it from getting worse.
Looks like the glue that holds the leather to the shell/structure of the dash has given up. Without replacing the glue underneath it would be difficult to repair that.
I'm no repairer but perhaps there is a way to inject some glue into the lifted area and smooth it back out? Just a thought...
Ive been using Lexol on it and nothings changed.
Ive actually never considered this and perhaps youre right. It just looks like the leather has actually dried.
Hoping to hear from someone whos actually repaired this themselves or otherwise. However Im not sure it bothers me enough to pay someone to fix it.
I would try a steamer (it should soften the leather and the glue underneath) and then roll it toward the vent and keep pressure on it while it cools/drys. It's possible that someone over did it with conditioner/cleaner and it caused the glue to release and allowed the leather to shrink. If you can't re-activate the glue with the heat/steam you have to try to inject some new glue under the leather (as suggested above by Dan 189).
Lexol is great stuff for leather maintenance, but it is nothing like a penetrating oil like Leatherique or Color-Plus "Soffener" (<- their spelling not mine). I personally think Soffener is better than Leatherique, but either one has the potential to soften the leather by letting the it soak in oil for extended periods of time. You won't know if it works until you try it, but worth a try in my opinion as a first step.
This sounds like a simple enough solution. I'll see if I can get my hands on a handheld steamer to try it out. Thanks!
Did you get a quote for re-upholser?
Hmm...I guess I didn't realize lexol was for maintenance only. I will look into the products you listed. Thanks!

Not yet, but I'm hoping my local shop can do for less than that (and I can avoid shipping charges).
$750?!?
Geezuz ... It's not that labour intensive unless you want stitching in there. I've reupholstered my entire interior. The dash is pretty straight forward. I'd do it for $750, lol.
Is this a progressive problem with your leather? Is it getting worse with time? Or do you think you are focusing more on it and finding flaws that
may have been there all along?
This was there when I purchased the car, and since I've owned it I've been been paying attention / noticing all the little things about it which I want to eventually try and fix. This was one of them which still hasn't been repaired, however is not getting worse since car is garaged. I decided to tackle my awful cracked steering wheel first. It turns out this doesn't bother me all that much at this point. I barely have time to drive my turbo anyway, unfortunately. I also have a boost leak I think which will take precedence.
Upholstery work is expensive and hard to find around here. I could easily see $1000 to redo the dash. Maybe in other parts of the country its less expensive
