Okay, so I have a Viper alarm installed by the PO, It just drains my battery in a hot second.
Leading evidence: 'Install by the po' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Fill door' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

The emergency pull above the passenger door hinge should be for your fuel fill door.

Just use another vehicle and use a set of booster cables and connect them to jumping post.

Simply put, a charger or battery tender does not have the amps to use the fuse box red pull out tab.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

That worked, but only after I took the battery out of my car and used that because my charger from Sears is hot garbage.
Okay, so I have a Viper alarm installed by the PO, It just drains my battery in a hot second. So, my battery is dead. For whatever reason, when I hook up a charger or a new battery to the fuse box red pull out tab and the other end grounded to the body, the car doesn't charge and I can't open the front hood. Tried the emergency pull by the passenger door and it snapped off. Great Week!!!!!! Where do I go from here? Brand new charger. Brand new battery; Can't get enough juice to open the front hood. What do I do next?
Try plugging the charger into the cigar lighter if you have an adapter. See if you can open the engine lid. You'll be able to charge the battery from the jump points.
I am no mechanical expert. However, the front trunk emergency pull should be located behind the front bumper. Where, you never know where the PO may have moved it for convenience. The emergency pull above the passenger door hinge should be for your fuel fill door.
The first two places I would check for the mechanical pull wire are behind the tow hook plug in the front bumper on the passenger side. I threaded mine through the plastic loop on the back of the plug. The second place I would look is in the gap under the passenger side headlight. You may have to go fishing with a piece of wire with a hook on the end.
My 996 is a 1999 so it is all cables. The battery doesn't come into play. One of those cases where the simpler solution is better, in my humble opinion.
Get a plastic wedge. Insert under left rear tail light. Protect the bumper and tail light with some painters tape. Look under the left rear tail light for the emergency release cable for the engine lid. It should be easy to see. Fish it out and pull, then lift the engine lid. Use the jumper points in the engine bay to power up the car. Jump the car either with another car or a fully charged 12V battery.
Get rid of the Viper alarm. Don't know why you need another alarm system when the car already has an alarm system and immobilizer (car doesn't work without the correct key). Once in the frunk, relocate the hood emergency release cable to just inside the front bumper tow hook plug. That way it is right there for the next time.
If battery is drained flat dead most modern battery chargers/maintainers will not charge as they require a certain amount of voltage present before they will start working. Safety feature.
Follow DB's suggestions above.
Just use another vehicle and use a set of booster cables and connect them to jumping post. This will charge the system enough. As said above, all new "smart" battery chargers look for some charge in a battery or else they won't turn on.
"Features" I would like to delete from the car: Alarm, immoblizer, wheel locks, and move the emergency release cable to a convenient spot known only by me.
Alarm - you can defeat this by unplugging the alarm horn
Immobilizer - can't do anything about this
Wheel locks - remove them and throw them in the garbage. Get new wheel bolts.
Release cable - I located mine just inside the tow hook plug. No one will look there, and even if they opened the hood there is nothing in there. I don't leave anything in there, except the spare tire and a 12V tire pump.
Where are you putting the ground? I was jumping a newer turbo and his Porsche tech said to put it on the striker on the door jamb because everything else is painted. That worked, but only after I took the battery out of my car and used that because my charger from Sears is hot garbage.
Simply put, a charger or battery tender does not have the amps to use the fuse box red pull out tab. You need a 12V automotive car battery that is fully charged. I've heard other people tried using just a charger and it doesn't work in the fuse box red pull out tab.
As some have mentioned you should be able to connect a full battery to those points, a portable Jump Starter like our Microstart should also work and be able to energize the system as well so you are able to open the frunk,.. to consider for future issues we also have a harness than can be attached to the battery and run to an point where you have external access, example on another car in the images below. you can use this to jump or energize the system.

Same here for my 99. If the battery dies while the doors are locked, the frunk will not open. Not sure if the OP has a 99. I watched a YouTube video to pull the interior panels by the fuse box and pull the cable from there. About 10 minutes total and done.
