Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Leading evidence: 'Use key' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Use key' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suggestion
Have you tried inserting the key in the ignition, start the car and use the lock/unlock button on the dash a couple of times to see if it unlocks the levers.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

ok so my 99 996 seems to have locked the hood and engine bay. The levers wont work, its as if they are locked. Ive tried locking and unlocking the doors several times but no luck. The battery is fine and the doors lock and unlock as they should.
Anyone know a solution to this?
The locks are mechanical on a 99, so there are only a few failure modes. The two main ones in your case would be that there is something wrong with the lever system located under the drivers door and you can't get enough motion on the cable to disengage the hood latch. The other failure mode would be that the hood latch is binding due to pressure on the latch mechanism. The first thing I would do is push down on the front of the hood to ensure it is fully closed while someone else pulls the leaver, then lift your hand from the hood.
It is odd that you are having issues with both the hood and engine lid at the same time. Leads me to believe it is an issue with the lever mechanism at the drivers door.
On the cable actuated car, there is a solenoid that engages a tab into a slot preventing the lever from working under certain conditions. It is a part of the assembly under the levers in the drivers side door sill. I observed this when I had my 2000 apart. I believe it may be part of the remote locking system.
^^That is correct. The security system and immobilizer locks the hood and engine lid levers on cable actuated releases. Are you using the remote lock/unlock? Try using the key to unlock the car. Is the car beeping when you lock/unlock? Have you tried inserting the key in the ignition, start the car and use the lock/unlock button on the dash a couple of times to see if it unlocks the levers.
I think you might be onto something. I think thats exactly whats going on because it acts like it is locked. Now the question is how do I take apart without destroying everything.
There are two plugs on the inside of the sill, you need to remove them, and there are allen bolts inside. You can loosen (not remove) them and the entire latch assembly is removable by lifting up. From there you should be able to access the bits you are asking about. I did it with the seats out, so not sure if you can get in there without doing that or not.
Here's some info on how to remove the sill - it's for a 997 but removal is the same for the 996. You can do without removing the seats but you'll need a short hex wrench preferably with a ball end. And as already stated, don't remove the bolts, just loosen. IIRC, it's a 5mm hex. Good luck.

I have a 99 and had the same issue. I need to find the article. There is a little solenoid that moves a white plastic tab out of the way to "unlock" these handles. If you get a really thin screwdriver you can sneak it between the handles and slide the tab to the side which "unlocks" the levers. It took me about 5 minutes. I will update when I find the link.
I finally got it apart and discovered the problem. In the diagram part #10 in my car is cracked and the actuator isnt able to unlock it. Unfortunately I havent been able to find that part for sale anywhere. Anyone know where I can get it?
