Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

The problem is, someone filled the original holes.

I may pull the bumper, clean the radiators, and look for the holes inside and try to open them again.

If by chance you're lucky enough to get "dismissed" you'll still receive a "surcharge" for using the court's time...

Some areas have started enforcing plate compliance because they are using plate readers to try and find outstanding warrants, ez pass lanes and red light camers.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I think those are just the spacers that go between the plate bracket and the bumper.
I called the dealer today and they said there are various parts that are all available separately, brackets, nuts, bolts, etc. Total is $60.
All I know is I have nothing but scuff marks from the original one that someone removed. Seems to me, easiest fix is to put one back!

Then I guess this bracket bolts to it:

Those will do it. The trick to making it look half way decent is to bend the bracket and the plate to the same curve as the bumper (or as close as possible). It's not as good as the Euro plates but it's worlds better than a flat/sprung plate hanging on the bumper. If you don't mind tempting fate with the cops go without the plate - but the first time you get popped you'll be kicking yourself...
I'd risk it. Those tickets are usually releasable by the judge if you show it has been rectified. Cops have better things to do than worry about your lack of a front plate. At least where I live.....
Some areas have started enforcing plate compliance because they are using plate readers to try and find outstanding warrants, ez pass lanes and red light camers. At least that's what the cop told me when I was pulled over without one in my neighborhood in my BMW.
Those two black spacers are what I just had to use in VT to mount my front plate.. They each have a square protrusion that fits into the square hole in the bumper cover. Once you figure out the correct orientation you need two longish stainless screws (1.5 in) that will allow the black plastic rectangular license plate base to be screwed into the spacers and into the square protrusions and into the bumper cover. Do not over tighten as this is all just plastic you're screwing into. The photo of the spacer does not show the protrusion that fits into the bumper cover...which is on the side that is arced to fit the curve of the bumper cover. I got my spacers and license plate base at Pelican.

I remember from somewhere that a good alternative is a tow hook front license plate holder. Maybe BumperPlugs or Rennline has those.

Yeah... we're in NY not Wisconsin so it's a whole different ballgame. They write tickets for everything, and they can get reduced (usually to an equipment violation) but rarely if ever dismissed. If by chance you're lucky enough to get "dismissed" you'll still receive a "surcharge" for using the court's time...
from what I've heard Chicago is even worse...
