Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Suggestion
If it was me, and I loved this particular car, I would change the oil a lot.
Leading evidence: 'Replace oil a lot' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Replace oil a lot' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Good afternoon, everyone!
I am looking at buying a 2002 996 911 Targa 130000km/80000mi in south-center region of Canada (gets very cold in winters). The car's lived there the whole life. As a part of my decision-making I have asked the seller to have bore scope done. They have sent me videos and pictures of each cylinder. I attach here 2 videos from cylinder 5 and 6 that have a few marks inside. The inspector has stated that these are not bore scoring, but I'm not sure.
Do you think these marks indicate bore scoring?
I also have the videos uploaded to youtube, but these are the best frames I could find:

Not an expert at this particular issue but the horizontal (relative to the framed image) dark scratches look like early bore score to me. I have not seen bore score firsthand, don't have it in my car, and if it is, I can't give an opinion on the extent or its likely progression. And our resident expert Skip is out! Need to hear from Allcool.
If you watch the Slakker video on bore score, it really helps outlining what is bore score and what isn't. Also - it helps outline how even what looks like bore-score on a scope camera might actually not even be much bore scoring to the actual touch/feel:

Thanks for the video, 944AJT. What i get from that is yes, there is bore score because the grooves appear to have depth to them BUT it's only covering a small portion (maybe 10 degrees out of 360) so it's not a big deal. If it was me, and I loved this particular car, I would change the oil a lot. Maybe every couple thousand miles and get a baseline oil analysis. Then get a new analysis every year so you can monitor what's going on. For what it's worth, I change the oil and filter approximately every 1000 miles, or 3x a year.
Yes. It does not look particularly bad yet but it is there. Here is some useful information to help you with your decision process going forward.

I always like to hear from fellow Canadian 996 owners....
I have an '03 Canadian car. Purchase in 2018. Good on you for getting a PPI. I also had a PPI done on my car. I relied on the tech doing the PPI for his opinion on health of my motor. I too had some lines, although not has pronounced as what you showed. But my car only had 70000 km.
What was the opinion of the tech?
It looks quite good for a 80K mile car, I doubt you will find any other 3.6L without similar (or worse) marks in the cylinders for the stated mileage. Does the engine S/N match the VIN? I would want to know if this was the original engine before assuming. Was a recent oil analysis performed? If not, might be a good idea. It would also help set a baseline if you plan on purchasing the car.
Excellent thread on all things related to bore scoring. I think anyone considering a 996 should review this thread.

Since the original poster is Canadian, I will say a few specific things.
The biggest issue in my opinion with the bore scoring situation is that should it happen, correcting the issue is not as straightforward in Canada as living in the USA. I am i Toronto and there are few indie Porsche specialists. They generally also have a significant backlog. So a major repair such as an engine rebuild will take a significant amount of time.
Also, as the Canadian currency continue on its downward route, parts cost is ever increasing combined now with the tariffs. Canada does not have the equivalent of a Hartech, LNE or Slakker. When I purchased my 996 in 2018 and immediately had the Solution installed, the indie who did it was doing an M96 rebuild when I picked up my car. Shop uses LNE for parts. Price then for the rebuild was $20K CANADIAN. I can't imagine what that would be today. Based on the LNE prices and other vendors, a rebuild in Canada would certainly be north of $30K CDN. Likely creep into the 40's - I don't know this to be true, just my conjecture.
Alpine Autowerks in Calgary, AB is a partner for Hartech in Canada. Not necessarily convient for an owner in eastern CA but at least there is an option:

Early Bore Scoring is still bore scoring Its only going to get worse from the point its at now. The fact that its showing up in cyls 5 & 6 is also a good indicator (these are the most common bank 2 cylinders for scoring).
I've seen that too and reviewed their website. Not a great deal of details. That is certainly an option in Canada, as the logistics of not having to cross a border is easier. Hopefully I never need a rebuild!
