Hold brake pedal down and check voltage at pin A4 on both of the tail lights plugs; they should be black/yellow wires.

If I understand correctly, you changed bulbs because the taillights were burnt out, and now your brake lights don't work.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Hello! My 2002 Carreras tail lights were burned out. I put new bulbs in there and good to go. But my outer brake lights do not activate. The center light comes on so it doesnt appear to be a fuse problem. Any suggestions??
Point to the outer brake lights that are not working. I take it the center brake light is working. I don't know what you mean by the outer brake lights.
Wait.....outer brake lights ? ...you have outer brake lights ?
Are you sure you are not trying to get your "Fog Lights" to illuminate when hitting the brakes ??
Emphasis mine. The brake lights in his taillights are not working.
@Abe Froman
If I understand correctly, you changed bulbs because the taillights were burnt out, and now your brake lights don't work. If I have that right, I would start by looking at the bulbs you replaced to make sure they are the correct type, and that they are installed correctly.
+1 on the brake light
bulbs
. They are dual filament bulbs, one filament lights up with the lights on and the other filament lights up when the brakes are applied. Check your owners manual for the correct bulb type.
I had to change out the wire harness on my rear enclosures on my last 996. The BOSCH plastic wire shields go to crap and were shorting out. Had another one that had broken plastic bulb receptacle that was cracked and the bulb was not seated.
What the OP has circled here is the "Rear Fog Light" ...only the left side functions when activated by headlight switch ( European Law) ...They do not illuminate when braking...
That's why the term "outer brake lights" got my attention....that term is never used for normal brake lights...
