Read evidence and context
Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.
Discussions that performed work without a confirmed outcome

0 original-poster resolution reports. Counts can overlap; they are not unique people or a success rate.
0 discussions have direct query context; 0 report a fix in that context. Other evidence may inherit the discussion’s subject.
Performed · outcome unconfirmed
Its an original Canadian Car supplied out of Ottawa with burnt out lenses that suggest it ran lights for long periods.
Leading evidence: 'Run lights' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'drl relay' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Check licence plate light' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suspected cause
If it doesn't, then it is most likely a faulty DRL relay.

From my review of the wiring diagram, it is likely the stalk.

Suggestion
I would check the licence plate light to see if it works.

Suggestion
Could just need to be cleaned inside to brighten up the contacts.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Here are the symptoms on my C4S:
1. Low beam (HID) works fine.*
2. "Flash to Pass" works fine, in that the assist bulb turns on and the cutoff shield is retracted. The HID low beam stays on.
3. High beam doesn't work. The assist bulb turns on, but the HID Bulb goes out. I can't tell of the cutoff shield is retracted.
OTHER THAN THE HEADLIGHT SWITCH, is there any other components that could be at fault?
*NB - The car is a Canadian car, and the DRL do not work. I suspect it is the DRL relay, but have been too lazy to do anything about it.
Definitely seems to point toward a faulty switch. To know for sure you'll have to poke around with a multimeter and see if the switch is closing and triggering the relays for the high beams. Since it works in the flash mode, it appears everything downstream of the switch is probably fine. Could just need to be cleaned inside to brighten up the contacts.
I have a 1999 Canadian version 996. When you remove the DRL relay, the lights work exactly as you stated. I would check the licence plate light to see if it works. If it doesn't, then it is most likely a faulty DRL relay.
I have modified the wiring in my car so that the headlights work like a US version car when the DRL relay is removed. The headlights work manually and the proper lights are on when they should be. When the relay is re-installed, they work as they should for a Canadian car.
That's interesting. Mine does not appear to have the DRL relays (I have to remember to switch them on, but none of the other issues, so must have been "fixed". Its an original Canadian Car supplied out of Ottawa with burnt out lenses that suggest it ran lights for long periods.
The prize goes to 993GT. A new DRL relay fixed the issue.
and...
That is it. EVERYTHING on my car now works the way it did out of the factory. I could weep.
