Even then, I changed the starter on my 128i, swapped two plugs, CEL came on for swapped sensors, switched them, CEL was on with no codes and took about 10 miles to clear on it's own, however that was after a known issue during run cycle.

This might be a stupid question but I can't seem to find an answer to it. When you put the key in the on position without the engine running, shouldn't the check engine light come on to verify it still works? Mine does not or I am not noticing it. Alot of other lights come on and go away when the engine is actually running. Just sanity check here.

Yes, the entire row of lights across the bottom of the IC should come on when the ignition is turned on. In my car the only one that goes out before the engine is started is the airbag light. Once the engine is started, everything goes out except the rear spoiler light. Once the car moves above a certain speed (5 km/h or something?) the spoiler light goes out.

Yes the entire row of lights on the bottom does come on but the check engine light is not among them. the check engine light I believe is to the bottom right of the rpm gauge. I was under the impression that the check engine light should come on with the key in the on position just as a test that the light still works.

Yes, it's to the bottom right of the tach, something like this. Sounds like maybe your bulb is burned out, or something else is up. I'm pretty sure with a Durametric you can manually turn the light on and off to check functionality.

Yes it does as a bulb check like you said. If yours is not on, either the bulb is out or is missing. Do you have an OBDII scanner to scan for codes? You will fail smog automatically if the light is OFF with key ON engine OFF.
