Some fellows in an earlier post (can't remember which) were saying it is necessary to pre-soak the new oil filter in oil before fitting.I was wondering why this would be required when I'm sure it would be 'filtering' the new oil moments after the engine was fired?

Not harmful, but also not necessary. Oil pressure is immediatey established after an oil and filter change upon engine startup. The filter will absorb oil after awhile, but a dry filter does not prevent oil from passing through it. I guess on a micro basis, there may be a few milliseconds longer to get the oil flowing, but you have to remember that all oiled engine componants remain coated with oil after an oil change and will not be without lube at any time.
