I have a 99' and when I set the alarm the lights blink twice and the light inside for the lock button blicks 21 times, and that's it.

It does lock and arm itself. It used to sound the horn once too doesn't anymore. I read where the center console should be locked so I did that and I opened and shut the trunk and hood. When I disarm the alarm the lights blink once and there's no problem. Is this all normal?

Mostly correct. The horn beep meant that a zone was not protected (i.e. sun roof open, engine cover not latched, etc.). The light on the (top of) dash should continue to flash about every 3-6 secs when armed.

bring it to your dealer - sounds like a malfunction. Lights should blink on and off (no horn).

I believe Loren is correct. My horn sounded when one zone was unprotected. Front hood was not latched.
