I ordered a xenon headlight kit and it came with harnesses to be installed in the car. My mechanic installed the bulbs but didn�t use any of the harnesses. He says it would have taken hours to do it, and my C2 already had what it needed to illuminate the bulbs. But, without the engine running, the lights barely illuminate at all. Once I start the car they look 10x better than the originals. But does any of this sound odd to you?

That would probably go to your battery (maybe it's weak). Once the engine is running and the battery is charging it seems they light up just fine. IMO there's no reason to believe that the aftermarket ballasts would be any different without the car running.
