I still have the issue with the SAI and actually changed the relay and still no change.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I recently finished putting an engine back into my 1999 C2 Cab. When I turn on the key the air pump comes on like it should. The problem is that it will not turn off even after ten minutes or more. what controls when the air pump turns off? Is it a sensor? or is the pump just operated with a timer? I also want to add that I get a P0453 code which is a pressure sensor high side. I'm guessing it's the sensor on the top of the fuel tank. Could this sensor failure be messing with the secondary air pump?
Thanks
Bill
The SAI pump should never run when the engine is not running. Did you really mean when you turn the key to the last position before crank, the SAI pump just turns on even before the engine is running? the P0453 code should have nothing to do with it.
Are you sure it's the SAI pump running and not the engine ventilation fan on the spoiler?
Yes the SAI pump starts when the key turns to the on position before I crank. I could have a wiring issue? It's not the spoiler fan as I have to walk back and unplug the SAI pump to stop it. Is the pump completely run from the DME?
The SAI pump gets its power from the SAI pump relay behind the right rear seat parcel shelf (position #10)

The relay is controlled by the DME. One possibility is your relay is stuck CLOSED. You can remove the relay and bench test it. If it's not the relay, I can't explain why the DME keeps the SAI pump ON for 10 min and still won't stop it. Normally, the pump runs for 1~2 min tops.
I fixed the P0453 issue it was broken wires to the sensor. I still have the issue with the SAI and actually changed the relay and still no change. I also notice now that my coolant temp gauge on the dash is not working. My scanner actually shows the correct temp and the front fans come on when needed, but the gauge does not work. I also have a rev limit of about 4500 RPM at that point it feels like a rev limiter kicks in. Since my OBDII scanner sees the correct temp I am assuming my coolant temp sensor is working correctly.
1. I'm wondering if the car has a rev limit when it thinks it's cold. Based on the gauge.
2. Is there a correlation between the temp gauge and the SAI
Your coolant temp sensor houses two seperate sensors inisde. One feeding the cluster's gauge and one feeding the DME. It appears that you have either a sensor or wiring problem.
There should not be a rev limter based on engine temp. The SAI will turn ON only if the engine is below some temperature.
Did everything work before the engine work?
