I found it odd but nevertheless was happy that it wasn't the starter or battery ( as of now) cause i can't nor can my mechanic open the front hood to check the battery.

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I am having a really bad week... or maybe month. Let's start off with the fact my circulate pump on my heat went at the beginning of the month, then two days after that my hot water heat went. I figured it was only a matter of time for the third thing to go wrong so I just waited for it. Let's just say I wasn't surprised to see that my car one day wouldn't start.... I tried to pop the hood and got nothing, after about hour of trying to jump start the fuse that has the hood picture on it I gave up and had the car towed to my mechanic. After dropping it off I found that you can jump start it in the engine compartment or hook up a battery trickle ( which is what my mechanic did). He explained to me that once he did that my car started right up. I found it odd but nevertheless was happy that it wasn't the starter or battery ( as of now) cause i can't nor can my mechanic open the front hood to check the battery. So, I decided to go to my emergency cable to pop my hood and to my great luck the cable is snapped and just stuffed up in the wheel well... Just a side note I am the second owner of this car so .... So now what do I do to get into my car.... Any suggestions.. Can I removed the bumper and get to the hood release.. plz any help would be great
Bumper won't come off without damage unless hood is up. Used bumper and paint maybe $600-$800.
Maybe try harder with the cable, pull with some pliers or something.
I've read people have opened it by jimmying the latch mechanism, possibly with some collateral damage.
What year is your car.
With the car running, try to press the lock/unlock button on the dash several times (repeat, ending in unlock).
Then try the normal hood release latch.
From your name I take it that you have a 1999 996 the same year as mine. So how did you manage to get the hood opened? Anyway now its opened, you might want to remove the front apron and while you are in there, re route the cable so it comes out through the passenger side air scoop and if it happens again you can pull on the cable without having to fish around under the front wheel. Cut a slit in the pastic next to the air temp detector in the air scoop. When the front apron is off, you might want to clean the debri from between the radiators and the Condensors. Its amazing how much crap gets there. ie leaves and cig ends from the road. You will find a couple of good DIY videos on youtube on how to do these very easy jobs specifically on a 1999 996. The engine will run at a cooler temp when this crap is removed. Dont forget, let us know how you managed to get in the hood.

"Well, here is what I learned, I took it all apart as i was lucky enough to get the hood open and I found that this... Now here is my question, I know the white cable attached to the acutator is broken where clips into the lower latch but now I looked on dcautomotive and pelicanparts. and its a picture confusing, I see that the parts numbers as this :
Hood release cable (2) (b1)
Item Number: 99651101701- this is the off the actuator???? sold separately or comes in one hold piece with acutator? Hood latch-lower
Item Number: 99651105302- lower trunk latch Emergency hood latch release cable
Item Number: 99651152100

does this come with cable as one piece?"
