I understand the sentiment around PPF but the product has evolved and changed quite a bit over the last several years.

Personally, I did PPF (I went with Lamin-x), then a ceramic coating on top of that and I use Bead Maker after every wash.

For 30 plus years I've used either 210 or Plexus on headlights, and canopies.

Suggestion
don't overuse the plastic cleaner- it's a abrasive and wears down the UV coating/clear...use a quality sealant (like you use on the rest of the car) every few months and they should stay nice for a long time
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I recently installed some used bi-xenon headlights I had purchased . They are in excellent condition and crystal clear . I did hit them with Meguires Plast-x for a final cleanup . And yesterday I did a quick detailing of the car with a spray wax .
I don't want to install headlight protection film . The car is parked in a garage when not driven . So is the best way to keep them clear is to occasionally hit them with plastic cleaner and follow up with wax ?

+1 - recommend a sealant. I've heard of some people using varathane to coat the headlight to prevent them from clouding....but not sure if this is legitimate or not.
I refinished mine to crystal clear and once a month or so I use meguiars ultimate compound by hand and then meguiars ultimate polish by hand. That is the last two steps I did when I refinished mine so I just do that every 4 to 5 weeks. They still look great
Why are you not interested in headlight film? That's something I was considering. It seems like people are happy with it and it's ultraviolet protection. The alternative is usually spraying a clear coat.
I used Chemical Guys Headlight Restore and Protect as the last step on my headlight resto. According to them it contains UV protection. I haven't had it on long enough to tell how well it protects, but it did a nice job as a final polish after a 2000 grit sanding step.

For 30 plus years I've used either 210 or Plexus on headlights, and canopies. I've 'restored' friend's headlights w/ the various 3M plastic cleaners and polishes finished w/ these 210 or Plexus. BTW the acrylic repair kits here are great on headlights;

Depends on a lot of variables. Mine? Never, at least on the toy cars as they are always garaged. But over a year ago, helped a friend w/ a project Boxster for his Dad (91 years old and wanted to try a manual again
) and I was able to remove the cloudiness and most of the yellow, and I just gave them a touch up w/ some polish over the weekend and this car sits outside most of the Summer.
I understand the sentiment around PPF but the product has evolved and changed quite a bit over the last several years. You just need to go with one of the better products out there. This is sort of new, but PPF can also be polished if it starts to go dull. But if it's a no go then it's a no go.
Besides a sealant I would also consider a ceramic coating which will last much longer and has more durable UV protecting properties. Personally, I did PPF (I went with Lamin-x), then a ceramic coating on top of that and I use Bead Maker after every wash. My car lives outside and the headlights look the same a year later as they did on day 1.
Great suggestions on proactive solutions to treat the lenses. Doing whatever you can to keep your car out of the sun while at home and at work will significantly extend the clarity of your lenses.
