The exhaust lifters are cheap, like $15 each, so those can be replaced without too much financial pain.

Ok, as I have engine out and I'm currently cleaning cylinder head I'm wondering if there's way to test and possibly clean valve lifters (without taking them apart)?
Leading evidence: 'Replace without too much financial pain' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Clean cylinder head i'm wondering if there's way' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

I tested and re-used my intake lifters and bought new exhaust lifters.

These are separate views of the same evidence. Frequency alone does not establish a fix, and these counts must not be added together.

I think the only thing you need to "test" is to inspect the lifters and the lift carrier for any signs of wear that would indicate that they are not sliding freely in the carrier (scoring, gouges, etc.).

If so, Jake Raby describes a simple test on his M9X assembly video series that involves pushing up on the variable portion of the lifter and allowing it to "snap" back.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Are you talking about testing the variocam + on intake lifters on a .2? If so, Jake Raby describes a simple test on his M9X assembly video series that involves pushing up on the variable portion of the lifter and allowing it to "snap" back. The test is mostly listening to how it returns (he demonstrates the sound of a bad lifter and a good one) so it's difficult to describe in words. Bad lifters basically produce a more notable "clack" almost loose sounding return. As far as cleaning, I don't know. I tested and re-used my intake lifters and bought new exhaust lifters.
You might soak them in some kind of solvent, i.e. alcohol, gasoline. You would probably want to actuate them while they are soaking to loosen and flush any dirt. My concern would be scoring the internals of the lifter as there are some close tolerances. Finally, you'd want to soak them and actuate them in motor oil prior to installing to avoid a dry start. Personally, if I had any doubts about my lifters, and was that deep into the head, I'd replace them.
I didn't have any obvious issues with lifters before dropping the engine so 12 X 1xx X 2 is a bit steep for a "while you are in there" preventative measure - not a bad idea though but my pockets are not steep enough considering that I need to prepare for fixing BS at some point in the future.....
Need to look into that - not sure if I'm able to actuate those as I tried to press some of those but those are stiff - which I guess is normal depending on the status when I switched off the engine that some of those might be soft and some of them might be stiff.... or?
The exhaust lifters are cheap, like $15 each, so those can be replaced without too much financial pain.
Whatever you do do not mix up the lifters, if you are reusing them they must go back into the slot they came out of.
There isn't a "status" of the lifters. If you have variocam + lifters, they should be able to be pushed up with your finger from the open end of the lifter. What year is your car?
Your intake lifters are different than what I am talking about. That's why I asked originally asked what you were trying to test. The second generation 996 have a 2 part intake lifter where the inner post of the lifter actuates beyond the main body of the lifter (very poor description but you can do a search to understand the difference if you are interested).
I think the only thing you need to "test" is to inspect the lifters and the lift carrier for any signs of wear that would indicate that they are not sliding freely in the carrier (scoring, gouges, etc.). As another poster mentioned, keep track of each lifter and the position in the carrier it came from. Slight changes in wear/ovaling can happen over time and if you swap it can cause problems. But it sounds like you are already past this point so you either did this originally or not.
