This is not a probability of success.

If you do a google search for horn frame repair or air bag retaining frame repair you will see some "Hacks" using black RTV or rubber grommets to repair the bad frame mounts.
Leading evidence: 'Run across a strange issue' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'motion sensor, not the horn frame' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Repair frame mounts' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

If the "second press" of the key fob prevents the alarm from sounding when the car is parked in the sun, it's VERY likely that the issue is with the motion sensor, not the horn frame.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Horn frame, mine did the same thing, new horn Fran and problem solved
Trying to buy an 02 996 Cab. Did the PPI today and ran across a strange issue. I've discussed it with the PPI mechanic and my mechanic and neither are certain about this issue. When the car is parked in the sun with the doors locked the alarm horn begins to sound after about an hour or so (when it warms up). PPI mechanic says he has seen it on two other cars, all 996 Cabs. Local mechanic says he has seen something similar with the "horn frame." PPI mechanic says this is NOT "horn frame," it definitely has something to do with the immobilizer, and the car is NOT throwing any OBD codes. Car checks out great other than this issue. Just a few wear/tear items like brakes, rotors, and coil pack that I'm okay with.
Any ideas?
4 spoke steering wheel or 3 spoke? 3 doesn't have the same horn problems as the 4 spoke does.
Top down or up? Top down the motion sensor should not activate when you lock it. If it does the wind, sun, moonlight, butterflies, etc... will set it off.
Okay, my car, a 99 cab did the exact same thing, the horn frame was replaced and it solved the problem. Did I mention it did the exact same thing? I wasn't sure? Now it could be a whole host of other issues, I'm just share what my problem and solution was. FYI I have the 4 spoke
Wait a minute, OP's is an '02 which are all 3 spoke steering wheel as far as I know. It could still be the horn frame. I just meant to say that that was not the first thing that came to my mind.
My '99 cab does this, but ONLY with the top up. I have assumed that it was my sunshade (moving due to heat expansion, or light reflection) triggering the motion sensor and the alarm. Note that the motion sensor is
not
activated with the top down.
My solution: After locking with the key fob, I press the key fob a second time to deactivate the internal motion sensors when parking in the sun. The deactivation is confirmed by a single horn beep. This feature is documented in the owner's manual.
If I park the car in my garage with the top up and the alarm and motion sensor activated, I do not get an alarm, indicating that it is an interaction with the sunlight.
So, you can try the "second-press" of the key fob to deactivate the motion sensors. That will at least narrow down your problem.
fpb111, this is a 3 spoke wheel and it's only happening with the top up. However, we haven't really tried parking it with the top down.
frisbee91, current owner said the exact same thing about the "second-press." Think I'll give that a try.
Rubik & m3driver, I think I'll probably just replace the horn frame as a precaution. Do you remember approx. cost to replace yours?
As m3driver indicated the horn frame is suspended in rubber bushings that go bad.
These bushings get old and saggy, cracked etc... When this happens the horn starts to go off when driving on bumpy roads, during a stop and when the car interior gets hot in the sun causing them to sag just that little bit more. The 4 spoke horns are more susceptible to this due to the heavier air bag and probably age as it looks like some of the 3 spoke wheels are starting to have problems??

If the "second press" of the key fob prevents the alarm from sounding when the car is parked in the sun, it's VERY likely that the issue is with the motion sensor, not the horn frame.
The second press disables the motion sensor only, not the entire alarm system.
From the owners manual:
Deactivating the infrared passenger
compartment monitoring system for
one locking process
If a person or animal remains in the car while it
is locked, the infrared passenger compartment
monitoring system must be switched off.
> Quickly lock car twice.
The doors are locked but can be opened
from the inside:
1. Pull inner door handle once to unlock door
lock.
2. Pull inner door handle again to open door.
Note
Inform any person remaining in the car that the
alarm system will be triggered if the door is opened.

This. I do second press, no alarm problem for mine.
In the old days over here in Blighty we had an issue where Ford alarms kept going off on warm days. They were early motion sensor models and what we found was that the vents were open (Happened on some windy days also) and the heat movement in the car caused the motion sensors to pick it up. Like haze detection!
Could be worth a try (Just blank off motion sensors if you have them!)
