Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

take it to a porsche shop/dealer, the front should be moving unless they disconnected the front diff (doubt).
Leading evidence: 'Disconnect front diff (doubt)' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Disconnect front diff (doubt)' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

I don't think it was running long (maybe 30-60 seconds).

A few minutes later I look around the corner and some other guy has my car running on a single axel dyno with the rear wheels turning and the front wheels not.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Hello, I just purchased a 99 C4 and went to have it smog checked. I told the guy there that it was a 4 wheel drive car and he said no problem it is exempt from the dyno test. A few minutes later I look around the corner and some other guy has my car running on a single axel dyno with the rear wheels turning and the front wheels not. I immidaitly told him to stop which he did. I don't think it was running long (maybe 30-60 seconds). My question is what type of damage, if any did this do to my car. It still seems to drive fine and I don't have any unusual PSM or other lights showing up.
I know the rule about getting pics up so I will asap.
I know for a fact that #1 is not the case because the car's VIN is for a C4, it has all the markings of a C4 (i.e. Carrera 4 on the back(not that is hard to do), silver calipers, a front differential) so that leaves #2.
The car seems to drive the same and nothing indicates a problem. Would I have a light that came on if there was a problem? Also, apart from taking it in to a dealer is there some way I can test to see if it is malfunctioning? Would the front tires get no power or would it make some type of noise? The car is a tiptronic if that makes a difference.
Did he have it strapped down on the dyno? If not, and it didn't move then you need to have it looked at by the Porsche dealership. IIRC ther is a mimimum of 5% of the available power directed at the front wheels in a C4. If it was strapped down and not run long or reved too high, you MAY be ok.....only way to tell is to take it to a dealer. Do you have PSM? If you do, take the car to a sandy parking lot, turn off the PSM and try some donuts to see if the front wheels are pulling at all......
You might have caught it in time.......good luck
Anytime there is wheel spin (simulated by dyno) the car should transfer power to the non-slipping wheels (in you case, the front) the fact that the car did not immediately launch forward when they put your transmission on drive is worrisome.
Take it to the dealer.
It would take a normally take few hundred milliseconds for the viscous fluid to heat up enough to raise the coupling level to ~40%. Additionally I didn't at first realize this was an automatic transmission. Therefore if the car was strapped down, or wheel chocked, as the viscous coupling increased the torque to the front either the front tires would break traction and spin or the torque converter would likely stall.
