After some research I concluded it was the starter motor.
Leading evidence: 'starter motor' (1 discussions report identifying this cause; no attributable repair resolution). Across 1 matching discussions, the most frequently mentioned possible cause is 'starter motor' (1 discussions; 1 report identifying it and 0 suggest it). The most frequently discussed action is 'Check cam deviations' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Replaced the serpentine belt and didnt notice any issues with the pulleys.

After the code I removed the SAI pump, relay, and fuse and tested with 12 volt battery and multimeter.

Suggestion
Might be something to consider before you replace the alternator as its considered a while your in there repair and a faulty y-cable is known to cause all kinds of issues.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Hi Everyone,
Wanted to share my 6mo ownership experience with my 1999 c2 6sp.
Took a flier last fall and purchased an out of state vehicle, from private party, with 75k, now has 80.5k. PO assumed IMSB, and clutch, were original.
Drove it home (Mpls) from Chicago without issue. This is my 3rd 911. It drove like a 911 should - tight and responsive.
The only thing that kinda bothered me was the idle. It wasnt bad. Hardly noticeable at all. Best way to describe it is intermittent air bubbles in the fuel line or air intake. Wouldnt affect the rpms but you could just feel it.
So, I replaced the coils and spark plugs. The coils were original. Plugs looked fine. No oil in the tubes. That didnt solve the idle issue. But, feel better about new plug and coils.
Removed and cleaned the throttle body and idle control valve. Happy to report not much cleaning was required. No change in idle.
Unrelated to idle, I started to notice weird sound immediately after starting. After some research I concluded it was the starter motor. I found a starter on Amazon for $90 and WOW did that make a starting difference. Cranks fast and no more after start noise.
Performed other maintenance items like replacing the motor mounts, rear deck lid strut, brake fluid, air filters, oil and filter. Cut open the filter and discovered no metal shavings. Replaced the serpentine belt and didnt notice any issues with the pulleys.
Replaced the fuel filter hoping that might make a difference in the idle. Nope. But, one more maintenance item done.
The idle was still bothering me so I decided to dive further and replace the AOS. Didnt notice oil accumulation in the intake plenums or manifold (other than a light film). After install the Idle seems a little better. But not perfect.
Tripped a Secondary Air Injection code the other day. Possible I cracked a hose or connector during the AOS install. The SAI was drawing too much current before the AOS project - dash lights would dim and voltage would drop. After the code I removed the SAI pump, relay, and fuse and tested with 12 volt battery and multimeter. It all checked out. So, now Im going to replace the alternator - $100 on Amazon and have the original rebuilt. If I still get the code then it may be time for vacuum test. I dread having to isolate a leak or a bad valve, but it can be done.
I guess the bottom line is Ive done some basic maintenance to the car which has hopefully added life. It hasnt let me down (assume SAI code is my error) and its a joy to drive. No idea what these items would have cost to have professionally serviced. But, I really do believe the 996 can be an economical daily driver for those willing to turn a wrench. My 99 is almost entirely mechanical. Very few electric options, which I like.
Oh, one other thing, call me crazy but I got excited when I learned the clutch was original, like the rest of the car. No slippage to date. And no plans to replace the dual row IMSB.
Stay Well Everyone!
Skills include 101 Projects for your 996 (book), YouTube, and Rennlist. Patience....well, its taken 50 years. Im just a weekend hack. Get after it! The rewards are so worth it.
So, just curious, are you going to break down and take your car to the shop to diagnose the idle "problem, since you can't seem to diagnose the problem yourself?"
How many bars of oil pressure when idling after full warmup?
Have you checked cam deviations? (Can't tell if you own Durametric or Foxwell OBD2)
I also own a '99 C2 Coupe 6MT with double row IMS and original clutch, and it feels to me like this clutch has at least another 20,000 miles in it. (Currently just north of 53,000).
What build date / build # is yours?
Coincidentally, I also bought an out of state 911 in the Chicago area, last month. 996TT. It's on a truck somewhere in AZ at the moment, due in mid this next week. Can't wait.
Im at about 1.5 bars after 30 minutes. Pushing between 4.5-5 under throttle.
have not checked cam deviations. I have a simple scan tool. Probably wont invest in durametric anytime soon. Curious, would cam adjustments require engine removal and/or disassemble?
Nice to see another original clutch, with life left, out there!
I have a 6/98 build.
Envious of your new TT purchase! Send pics when it arrives.
Great report. I am closing in on 2 years with mine. I have had my moments of frustration but each time I get behind the wheel and drive it, it just makes me smile.
Shes a visual yawner compared to all others here. 6sp manual C2, with snow tires. Cable throttle body. No PSM. Does have electric sunroof and new radio though 😊
Wait a minute, mine looks the same as well. 4/98 build on mine. Did plugs and AOS last year as mine was running rough and had an intermittent CEL and this took care of the issue.
Kindred spirit. I also bought a '01 996 C2 MT Cab with 54K miles last December as a project car and have been taking years off . . . IMS, RMS, clutch, discs & pads, Michelin Pilot 4S shoes, all filters, fluids & plugs, window regulator, double-DIN audio with CarPlay, side lights blink mod, color sand/polish/buff, front screens, refurbished hard top - all DIY. I'm also a hack currently "sheltering-in-garage" , so there's more on my list, but none involving a shop!
Brian, have you cleaned the MAF sensor? It could be causing your poor idle and it's a free & easy project.
BTW, my old clutch plate with 54K miles still had decent meat on it but wear depends on PO driving habits more than miles. The release bearing was frozen, however.
There are some hot cars on here for sure, but I've got to disagree with you on this one, Brian. I think you've got a good looking car! Congrats on the purchase.

DIY can be very rewarding, right? Yeah, cleaned the MAF sensor. No difference. Am beginning to think There May be a vacuum leak
In the intake somewhere. Only noticeable to me below 800rpms.
I have an almost identical car but with 118,000 miles. 4/98 build, low options. Bought it 1.5 years ago with 110,000 miles.
I both agree and disagree with your "visual yawner" statement. Compared to other color combos our silver cars are a little invisible. But compared to the general car population, we are winners!
Good luck finding your idle issue.
Given your replacing electrical items, I wonder if theres anyway a failing y-cable could have anything to do with your idle? Might be something to consider before you replace the alternator as its considered a while your in there repair and a faulty y-cable is known to cause all kinds of issues.
thanks for the suggestion. Im not ruling anything out. I replaced the starter a few weeks back and the cable was fresh at the starter end. Kinda thinking the voltage regulator is going and it was only $100 to get a new alternator. So I went that route. Ill report when the new alternator is installed this weekend.
