I checked the fuses and they are OK, I will check to relays also.

Leading evidence: 'Check fuses and they are ok, i will' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is '#1 is worn out fan brushes, #2 is resistor' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Check fuses' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suggestion
If the right fan does not operate with the AC switched on then check the relays AND fuses.

Suggestion
If the fan does not operate at the slow speed setting but does switch on at the high speed setting(when the engine gets hot) then the resistor is burned out for that fan and the resistor needs to be replaced.

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

There are diagnostic threads (complex, lengthy), DIY threads, and cost threads. Which do you prefer?
Myself- my DIY skills are low, and I struggle to safely put the car on jacks. Even so, I replaced one of these fans.
I consider these fans disposable, and next time I'll just skip the diagnostic step, buy the < $200 brand x fan, and install it myself.
On my to-do list: design and build diagnostic lights for these fans hi/lo speeds.
In my opinion suspect #1 is worn out fan brushes, #2 is resistor.
Does the fan run on low speed? The easy way to check this is to turn on the AC, both fans should turn on at low speed when you switch on the AC.
If the right fan does not operate with the AC switched on then check the relays AND fuses. The fuses are C8 and C10 and I believe the relays(for the slow speed fan setting) are #s 19 and 21. If you switch the fuses and relays and the right side fan still does not operate at low speed(the left side may not operate now because the bad fuse/relay was switched to that side) then the fan itself is probably shot and the whole fan unit needs to be replaced.
If the fan does not operate at the slow speed setting but does switch on at the high speed setting(when the engine gets hot) then the resistor is burned out for that fan and the resistor needs to be replaced. This is a common problem. I'd be willing to bet that many 996s are being driven with a burned out resistor(so the fan will not operate on the low speed setting but will still switch on at the high speed setting) and most owners are oblivious to the problem as it's hard to tell from inside the car.
I recently changed both of mine as the low speeds were intermittent. Both motors were full of black grit and junk. Car is 17 years old and 67k miles at the time.
It was a job that truly sucked without a lift. It was doable, but sucked. Make sure you remove the front wheel on the respective side. Don't bother removing the wheel liner, just peel back the front portion to allow access to the fan area. Make sure you have something supporting the radiator and condenser when they are removed from the support. Make sure you clean the radiator and condenser as well since you're already in there.
Is there any easy access to the wiring of the fan if i want to check it with direct 12V? Or do I need to pull the bumper, condenser, radiator and fan to get to it?
I checked the fuses and they are OK, I will check to relays also.
You might be able to access the radiator wiring, at least the wiring up close to the radiator, and the important "resistor" with the car in the air. You might have to remove a panel but not the bumper cover or the wheel liner.
The wiring is tucked up and IIRC held in place with a clip. Sometimes the clip is lost or breaks and the wiring is just jammed into some tight spot. This is hard on the resistor as it gets too hot and running too hot for too long can lead to premature failure.
So i concluded that the right side fan is dead and need to be replaced. Im doing some tracking in few weeks and will not have time to change it before the trackday.
Is it a problem tracking with a dead right fan or will the radiator get plenty enough of cooling due to the fact im tracking? Is the fan most relevant when i stay still?
My advice would be if you can't get the radiator replaced/working before the track day you can still attend but only as a spectator.
If the other fan quits you face the risk of the engine overheating.
I have ADHD so just being a spectator is not an option. Have orderd two new fans and resistors with express shipping so ill get them changed in time. Car is 17 years old with 200' km, so i just change both fans and resistors, even dough left side works.
I did the same about 8 months ago. It was a royal pain in the rear without a lift but still do-able. My fan motors were full of junk and dirt when I took them out.
