Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Changed ignition switch, and checked all my relays.
Leading evidence: 'Check relays' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Check relays' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suggestion
It could be the fuel vapor recovery system is running trying to purge the charcoal canister, but with the engine in a no start condition it has no where to purge since the engine is not running.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Can't figure what the buzzing is coming from. Takes about a minute to hear, after ground to battery is attached Both are related together. I can feel a vibration from driver door sill. 6" behind engine compartment release, and just behind the fuel cap. Any suggestions?
There is a charcoal canister and vent/shut-off valves located behind the wheel liner, right side of car and just underneath the fuel cap. Does not matter whether the car is right hand or left hand drive. That's where it is located. Perhaps one of the valves is cycling or bad. The DME controls this carbon canister system and purges collected fuel vapors to the engine when it is warmed up. The fuel vapor collection system undergoes a series of checks when the car is ignition on. Are you getting any CEL/Codes? See system and valves here

Left drive. When I touch gas cap. Good vibration coming from it. Will do it after 30 seconds, even if key isn't in ignition. Door sil sounds like its a fan running. Must be something with fuel system.
There are two other valves #12 and #21 on the fuel fill pipe here that are well known to have problems. Also behind wheel liner right side.

Pull fuse Row C position 4 for the fuel pump and try again.
(at least on my car) there is also a solenoid in the area right behind the frunk and engine lid releases in the sill too. It appears to be some sort of lock out the manual lid release.
The car is a 99 c2 convertible. I got caught in a heavy rain. Carpets got wet. I think I'm tracking down a short. It started with a no start. Changed ignition switch, and checked all my relays. The valves with the canister are stuck open after a minute of the ground attached to the battery. The no start came first. The valves are vibrating enough to feel them at the filler cap and driver sill. I know the car has never been in an accident. So I can rule those gremlins out. My electrical needs a learning curve. Are these 2 problemss related?
I would say yes and no. It could be the fuel vapor recovery system is running trying to purge the charcoal canister, but with the engine in a no start condition it has no where to purge since the engine is not running. Solve the no start condition and the other issue may resolve itself. Have you pulled the DME/ECU from under the seat and checked it to make sure it is not water soaked? If there was enough water to soak the carpets, it is probably wet.
