With the auction numbers he has the price is probably a bit high, but not by too much.
Leading evidence: 'bit high' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'bit high' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Replace bumper and some lights, or maybe torn interiors' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Visiting a buddy in 'the trade' today I asked him what he was seeing in auction trends for the 996. "Let's find out!" was his reply as he whipped out his iPhone. Apparently there is a Mannheim app... He scanned the door VIN of my car, asked me about mileage and, bada bing!, there were the results for two ~60k '02 Carrera coupes sold this week...
The first went for $22.5k and the second for $24k. Those seem like kind of strong numbers, but they are real numbers paid by real dealers. Of course there is no info on options or condition.
I also drove this '03 he has on offer. Very strong car, with some nice upgrades including a short shifter he does not mention in the ad. He does not know details on the performance upgrade/flash, but it definitely has more power than stock. With the auction numbers he has the price is probably a bit high, but not by too much.

The '03 C2 looks pretty nice, $28K is a reasonable starting price if it's in great condition. PSS9's, full service history, nice wheels, good colors.
Buying a 911 at auction typically means zero service history, often no owners manual or other docs, no thorough inspections even for cosmetic condition let alone mechanicals, etc. IMHO at least a $5K deduct (even wholesale) vs. a local car with full docs and service history.
I go to the weekly auction here on occasion. ( I have had a dealers license for ages)
The best deals are still the '99-01. With around 75,000 miles they sell at about $14,000.
Little newer or fewer miles can put them close to $17,000. But to hit $20,000 they need to be really low mileage, fully loaded '03-'04
The 997's are finally starting to come down in price too.
Oh, and older Boxsters are practically being given away
Not too many high mileage 997's yet. A few went through for a hair under $30,000.
But I have seen a couple go through with mild damage closer to $25,000. Replace a bumper and some lights, or maybe torn interiors. (Frame damage cars are not allowed to be sold at the auctions I go to.)
Oddly I do't see much price difference between a carrera and a cab.
Remember people, we are not talking about private party sales or dealership prices here.
These are the numbers that come from dealership auctions, they are much lower than full price.
So an '02 with decent miles (C2) can be had for well under $20,000 in near perfect condition, where as private party people are asking $25,000 for the same car.
(Which would allow for a dealerships standard PDI, Recon, and few thousand dollar mark up)
Yeah, that retail cars offered for sale. Manheim are wholesale actual sales. Lowest C4s were 17 and 18K, over 100K miles and "BELOW" condition. Average cars with normal miles (50-70K) are in the low 20s.
