Plus the Targa has a pop-up rear window so I can still use the rears seats after I install fixed back GT3 seats.

So what do people reckon would be the net cost of buying a 996 Targa and selling my 2002 C4 cab? The poor economy works both for and against me as does the fact that it's coming into winter. Targas seem to be pretty thinly traded and I want one with litronic and PSM at minimum.

I don't have the numbers near me, but instict says Targa numbers are quite small compared to Cabs/coupes, so finding one that you like may be difficult. Why not just find, if you don't have, a Hartop for your cab for the winter seasons? As to your original question, my guess is total out of pocket expense is $5k-7.5k

I have a hardtop which I hardly ever use. The main reason for wanting a Targa is the lower weight, increased stiffness, and ability to use the back seats. Being a cab with AWD and a roll bar, my car is a bit of pig. Plus the Targa has a pop-up rear window so I can still use the rears seats after I install fixed back GT3 seats. IIRC in the past, Targas may have been a tad less than C4 Cabs, but in today's economy, I'm not so sure.
