I had checked the service records and know the passenger bulb was changed under warranty.

I always thought the halogen bulb was used for flash-to-pass only, since the xenon lights take too long to warm up for flash-to-pass when the headlights are turned off.

So xenon is used both for low and high beams, but a halogen bulb is also used for high beam.

Suggestion
Let me clarify, if I turn on the lights before I start the car (switch all the way on only parking lights illuminate), after the car is started the litronics must go through some sort self check mode; they go all the way up, then down, and then level.

There's also a small bulb on the outer edge of the headlight assembly that's on in both low and high beam, which I thought was only used when the parking lights were used.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I had not really seen the lights move like in the M3 so I tried the test of turning on the low beams and then turning the key to on. They did not move. The car is under warranty so it is not a worry, but I am wondering if there is something simple I am missing or an easy fix that is known?

Only the bi-xenons are self-leveling, not the standard halogen ones--I assume your car has xenons? If so, the test you mention should cause the lights to dip down, then up to position.
Self-leveling bi-xenons (like those standard on turbos) were offered as an option on Carreras starting in MY02. I don't think the litronics (which I believe were halogen, and optional in MY99 - 01) were self-leveling.
My 99 C4 has Litronic with Xenon low beams and standard High beams. With the car running and the lights on a wall etc. you can definitely observe the low beam shift up (further down the road) when the highbeam is active, and shift down when the high beam is turned off.
I researched a bit more and I am pretty sure they should move. Also I had a 2000 911 that had lits intalled by the dealer, they moved upon testing but were not self leveling as they do not install the level sensor in the rear. I need to look but I think I will find this mechanism on the rear of this car.
So maybe a trip to the dealer will be necessary although even with warranty I would rather fix it myself if not too expensive. Dealership mechanics make me nervous even if they don't scratch the car.

I was under the mistaken impression when I purchased my car that the BiXenon option included Xenon high and low beams. When I got the car ('04 C2), I discovered that the car has Xenon low and Halogen high beams. I just checked the Porsche web site and the description of the BiXenon lights (found under the 911 Turbo page -> Safety and Aerodynamics -> Lighting Systems) includes Xenon low beams and Halogen high beams.
Did Porsche ever ship a headlight system which used Xenon bulbs for both high and low beams? Why are they using Halogen high beams?
This is mainly a matter of curiosity. These headlights (on high beam) are by far the best I have ever used. They give me a real sense of security when I am blasting through the woods late at night. (I am sure that sense of security will vaporize the first time I hit a deer.)

Here's the description of the turbo headlights from the Porsche website:
Each headlight module contains a no-filament gas-discharge lamp which projects through a glass lens system equipped with a movable baffle. The baffle is positioned between the lamp and lens, where it is used to switch between high-beam and low-beam mode. The result is a much wider and more homogenous illumination of the road compared with standard halogen lamps. This, of course, has obvious benefits in terms of extending visibility and illuminating corners that would otherwise be blind. In high-beam mode, the range is further extended with the aid of auxiliary halogen lamps.
So xenon is used both for low and high beams, but a halogen bulb is also used for high beam. I always thought the halogen bulb was used for flash-to-pass only, since the xenon lights take too long to warm up for flash-to-pass when the headlights are turned off.
I just checked, and the halogen bulb comes on with the high beams, in addition to the baffle moving to aim the xenon higher. There's also a small bulb on the outer edge of the headlight assembly that's on in both low and high beam, which I thought was only used when the parking lights were used. The yellow bulbs look out of place with the xenons bluish light color--don't know why they're on.
Let me clarify, if I turn on the lights before I start the car (switch all the way on only parking lights illuminate), after the car is started the litronics must go through some sort self check mode; they go all the way up, then down, and then level. If I turn on the lights after the car is started, they level, but the movement is much less pronounced.
The lits do the self level test when the headlight switch is in the parking position regardless if the car is on or off. You should be able to hear the motors, but if you turn the headlight switch quick enough to the low beam you should be able to see the lights dip up and down. Here is a video from

P.S. it is a .mpg hope this helps.
I fixed them. I pulled the headlights out, first the passenger side and found the motor connector was unplugged. Checked the drivers but found nothing amiss. I had checked the service records and know the passenger bulb was changed under warranty. Apparently the tech had not plugged it in and the previous owner did not drive at night, didn't know the difference or did not care. Anyway, they now perform the test.
