H&R + alignment made a huge improvement for me, so I'd get the alignment checked somewhere that will set up the car for your driving style.
Leading evidence: 'Check somewhere' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, the most frequently mentioned possible cause is 'alignment issue' (1 discussions; 0 report identifying it and 1 suggest it). The most frequently discussed action is 'Adjust accordingly, ie less over-steer, quicker turn-in' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

My 02 C2 J-stock PCA club race car has no issues repeatedly hitting over 140 in clean air, drafting air, or when being passed like I'm standing still, or even when entering a turn at that speed.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Little history before i ask. I recently purchased a 2003 996 C2, before this purchase I most often drove(tracked) several s197 mustangs (2005-12). I loved the rawness and grunt that these vehicle gave so easily. Yes, handling is not their strong suit, but were fun none the less. Weight dist. was about a 60/40 split (so very nose heavy).
Flash forward to earlier this evening I took her(the 996) out to breath and drove it along a lonely stretch of road where I managed to reach speeds of exactly 128. Why 128? She got real light on the front end frankly didn't evoke much confidence.
I did own a 987.1 and never experienced this.
Question: is this normal? and how can i combat this? splitter, different front bumper cover? sway bars, better suspension parts?
Currently the only mods are H&R lowering springs on OEM shocks.
Thanks in advance.
I experienced exactly the same when I first got my 996 C2 about 6 years ago and thought that there was something wrong with it. However as garrett376 mentioned, get a very good wheel alignment done by someone that knows and has experience with these cars. These cars are very sensitive in regards to wheel/chassis geometry.
Other than that you will need to get used to the concept of having a rear engine car and you will start loving it.
I experienced the same feeling (but took it up to 150 anyway). I understood that the floatiness was thanks to the U.S. version of the suspension and that a ROW would take care of it. How many miles are on your shocks/springs?
+ suspension alignment
Wheel alignment absolutely a must. I had several done until I found a guy that specialized in our cars - big difference from the neighborhood tire shop
While I never approached that speed in my 996, I have driven a 997 at a much higher speed. My experience with the 997 was that it also felt a bit floaty in the front around 125 mph, but it calmed down and felt very solid over 135 mph as the aerodynamics of the car came into play.
Have alignment guy look at ball joints and rubber bushings too. Lots of force applied to suspension connections and they deflect causing high speed "spookiness".
The highest speed attained by me was an indicated 146mph. (Still in 5th gear)
A little light on the front end but nothing that would make me freak out. I have the front mounted rad but it was not vented at that time. Now that the front bumper is vented the compressed air mass has somewhere to go it might have calmed down a little.
Unfortunately I don't have access to my high speed test area anymore.
I would highly recommend using a shop that knows what the alignment needs to be on the cars.
A regular shop will not be good enough.
I mainly use my car for fun and occasional AutoX. If I find my specs I will share the alignment info with you.
On a lowered suspension with GT3 aero, my car is very composed up to 150. My limited suspension travel with the wing at neutral left the car very light in a couple of places, including one instance where both rears left the road completely for a split second.
After adding the 8-degree shims, the car was planted during another pass on the same section of asphalt at the same speed.
Having driven this road in two different Porsches, one with the stock spoiler that comes up at speed and the other being my car w/ full aero, I 100% prefer the aero. If you regularly drive at those speeds (as your post suggests), you may want to consider an aerokit upgrade.
My C4 Corvette, on this same stretch of asphalt, is terrifying at 130 - it gets very floaty and light.
My 02 C2 J-stock PCA club race car has no issues repeatedly hitting over 140 in clean air, drafting air, or when being passed like I'm standing still, or even when entering a turn at that speed. The body is completely stock and my windows are even open! While you can make an excuse for buying wings and things, the suspension alignment is key. One time with a messed up alignment (not enough toe-in as a result of dropping a wheel off-track and curbing it coming back on) I could only hit 125 without feeling like my car would spin out of control. Got the alignment reset and it's back to 140+ with total stability.
5CHN3LL, I do believe in the aero cars more for the down force created then for the eye appeal (although that doesn't hurt either). That is why my initial post indicated that I thought it could be remedied by using some sort of aero additions.
I saw that in your post - and I agree wholeheartedly that aero can make a tremendous difference. What are you thinking about doing - or just fact-finding at this point?
Eventually would like the GT3 front end with a Misha wing, but am in the process of doing all the mechanical and maintenance steps first (suspension bits, shifter, upgraded motor mounts, brake lines, ims, fluids, plugs). You get the picture.
I got my '01 without aero kit initially and added it later. I can say the high speed stability improved more with that than with the GT3 coilovers/alignment I got afterwards. BTW, if you have center radiator and aero kit, you will be able to keep the front more planted at high speeds if you do the Cup Car style mod and cut open some vents at the top of your bumper and close off the bleed off under the bumper and turn your air deflector upside down. This is the route I'm eventually going to go.
Frank;
He says he has H&R lower springs, which should have lowered his car by about an inch.
Are you saying that the ROW M030 would perform better than his already lowered stance through H&R springs?
Not sure of my specs, as the shop set them for my driving preferences. I would think any good indy would have the factory specs and adjust accordingly, ie less over-steer, quicker turn-in...
