I tried contact cleaner which worked for a few weeks but then ended up replacing the buckle and it hasn't come back.

Suggestion

Replacing the buckle isn't a big deal but you need to unbolt the seat.

However I would like to properly diagnose first, does anyone know is there is an available scan tool that I can buy to read and reset the code?
