Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Finally, I replaced the resistor (around $100 on ebay) and that cured the problem.
Leading evidence: 'Replace resistor (around $100' (1 discussions report resolution; 0 report an unsuccessful attempt). Across 1 matching discussions, the most frequently mentioned possible cause is 'fan motor, i'd' (1 discussions; 1 report identifying it and 0 suggest it). The most frequently discussed action is 'Replace resistor (around $100' (1 discussions). For that action, 1 discussions report a resolution and 0 report an unsuccessful attempt. The most frequently reported fix is 'Replace resistor (around $100', supported by resolution reports in 1 discussions. These are forum reports and suggestions, not a confirmed diagnosis.

To troubleshoot whether the issue was the fan motor, I'd:

I tried changing out relays, checked the fuse, etc.
Replace relays and the drivers side still doesn't come

I swapped the relays and the drivers side still doesn't come on and the passenger side does.

Suggestion
To change the fan, if that is really the problem, you will need to remove the bumper cover, and replacing the fan is much more work and likely requires removing the radiator and possibly draining (partially) and refilling the coolant system.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

I have searched and haven't found the all the details on my problem. My car runs a little hot in traffic and I took a look at the radiators. The drivers side fan doesn't seem to ever come on. I put the A/C on high and nothing on the drivers side. I swapped out the relays and no change.
I hear that the ballast could be bad but how do I get to it and can I test it? My understanding is that the ballast is only for low speed so if it doesn't come on with the A/C then the fan is shot?
Anyone have this problem?
There is one relay per speed per fan so there are a total of 4 relays. Have you tried installing the two relays from the right to the left fan? If that doesn't work, I think you have to get to the fan connector on the ballast and do more trouble shooting there. Only need to remove the left front wheel liner.
I swapped the relays and the drivers side still doesn't come on and the passenger side does. I would doubt mine is a coolant temp sensor since it doesn't come on with the A/C on.
Does the ballast make sense? From my research if the fan doesn't come on high with the A/C it shouldn't be that.
It could be the ballast or the motor itself. Either way, you have to get to it to confirm. I would also suspect the motor itself like you have alluded to.
To troubleshoot whether the issue was the fan motor, I'd:
1) measure the resistance across the "good" fan and compare it to the resistance of the "bad" fan.
2) switch the multimeter to volts and spin the "good" fan to see how much voltage it generates, and then do the same to the "bad" fan and compare the results.
If I recall correctly, my problem was similar to yours in that my drivers side fan would not work on either the high or low speed. I tried changing out relays, checked the fuse, etc. to no avail. Finally, I replaced the resistor (around $100 on ebay) and that cured the problem.
You will need to remove the plastic wheel well liner to see the back side of the radiator fan and access the fan resistor. This is pretty easy to do. There are several plastic rivets to pry up on and pull out, and a few plastic nuts to loosen. For good information look online for videos and/or check out Pelican Parts' instructions for this.
I also had my front bumper cover off when I replaced my resistor and I don't recall now if it is absolutely necessary to remove it to change out the resistor.

Good luck and let us know how it turns out.
Just replace the fan and the resistor at the same time. The resistor is about $120 and the fan and resistor are about $175 from Partsgeek.com. Replacing the fan is pretty easy as a DIY.
Or just splice in the new ballast resistor on the existing fan. Cut the old resistor out leaving about two inches of wire on the resistor. Its a half hour job at the most. If the problem is fixed, then you have a spare fan. If not, its the fan and you have a spare resistor.
