Does anyone know of a way to check the vario actuator itself for good operation and also check the solenoid or both together??

However, now that it is out, and the pad is broken, he should at least replace the pads.

Suggestion

At this stage, I would replace all tensioner pads, top and bottom, both sides on the engine.

Suggestion

Cut the oil filter open, if he sees green bits of rubber seal material, REPLACE the whole cam variator actuator.
