Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

I think a sympathetic MOT garage that made sure it was testing your car when warmed up would probably mean your car was fine.

My restored and upgraded E53 X5 3.0d may be more at risk, but will not be panicking until the testing protocol becomes more clear (it's easy to stick the EGR back on and revert a map, if necessary).

I think I’m moving to another country, seriously doesn’t anybody in the government work out the carbon footprint of the life cycle of a battery car compared to using older cars,it’s just ridiculous

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

This could be concerning for those with >2001 cars!
Government Consultation
In principle, anything that does not meet stock emissions from the time could be subject to fines or prohibition.
In our world that could include knackered or modified cats, throttle bodies, remaps, mildly scored bores, secondary air pumps, rebuilt engines, 3.7/3.9 Hartech builds etc.
Absolutely need to keep am eye on it and determining what applies to each year of vehicle is definitely not straightforward! If I read it correctly, it seems they're mainly concerned about modifying to remove emission controls devices. DPF and AdBlue delete are the big ones, but don't affect the 996. Cat delete or heavily worn cats would definitely be an issue for those with them, but some would argue they would need sorting anyway.
I would hope that Hartech builds with suitable cats would still meet the emissions rules of the time. Heavily modified and tuned 996 Turbos might well fall foul of this.
It would be interesting to see how mods like low temp thermostat would affect emissions under these rules, as the stock high temp thermostat was fitted by Porsche back in the day to aid in meeting cold start emission rules. I think a sympathetic MOT garage that made sure it was testing your car when warmed up would probably mean your car was fine.
Its not necessarily about how this starts, but where it could lead once the requirement has been rolled out and embedded in the annual cycle of car ownership obligations... it's easy to arbitrarily change the parameters at that point.
Not too worried about my 996, I expect Porsche were well within the emissions threshold at the time with room to spare and apart from stainless back boxes and air filter mine is standard and has (like many) been maintained exceptionally well. My restored and upgraded E53 X5 3.0d may be more at risk, but will not be panicking until the testing protocol becomes more clear (it's easy to stick the EGR back on and revert a map, if necessary).
Its also not taking mileage into consideration (yet). A remapped 996 Turbo that does 1,500 miles per year on open country roads in the summertime is polluting far less than a bog standard Euro 4 compliant diesel passat that does 20K per year up and down the motorway at peak times, getting stuck idling in traffic queues for hours on end each week.
I will not be rushing out to lease a Jaecoo 7 just yet
LTT wouldn't be any different to a normal thermostat in a static situation like being on a ramp idling, it'll just take slightly longer to get up to fan temp.

Surely if your car passes the emissions test on your MOT then you're fine. I see some proper soot belchers round my manor that sometimes I wonder if they have a button on the dash with 'SMOKE' on it. They're the owners who need to be worried.
