Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Checked all fuses, grounds, relays, No Codes with Durametric.
Leading evidence: 'Check fuses, grounds, relays, no codes' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Check breaks in the wiring' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Suggestion
If both relays test OK, you'll need to trace the wiring back to the ECU to check for breaks in the wiring.

Suggestion · Original poster
I know the fuel pump should run for a second or two before starting.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Hello, I have a 1999 911/996 C2 Cabriolet with manual transmission. I bought it last year as a non-runner and last registered in 2015. I can get the car to fire off for a few seconds when i put starter fluid in the throttle body. The fuel pump does not turn on when i turn the key on. I know the fuel pump should run for a second or two before starting. I can jump the relay 30 & 87 and the fuel pump turns on. I can turn the fuel pump on with Durametric. Here are the fuel pump relay results without the relay installed:
Key Off / Key On
Terminal 30: Power / Power
Terminal 85: No Power; No Ground/ No Power; No Ground
Terminal 86: Ground / Power
Terminal 87: Ground / Ground
With Fuel Pump Relay Installed:
Terminal 85: Green / Red
**Poked yellow wire with white stripe by DME**
I've sent the Keys, DME and Immobilizer off and they were inspected, tested and installed in a shop 996 and it started and ran fine.
Checked all fuses, grounds, relays, No Codes with Durametric.
Replaced: Battery, Crank Sensor, Ignition Switch, Fuel Pump Relay.
All That To Say, Does anyone have any idea what could be causing the fuel pump to not run?
Thank You.
Is your DME main relay (relay #1 in the panel under the carpet behind the back seat) functional? This relay is all the way to the right in the lower row. I believe this relay supplies power to the fuel pump relay. I would take it out to test it. if you supply power to terminal 86 and ground terminal 85, you should hear the relay click and should get continuity through terminals 30 and 87.
You said you supplied power to terminals 30 and 87 of the fuel pump relay, which turned on the fuel pump. I don't know if the Durametric supplies 12V + to terminal 86 of the fuel pump relay, or if it just does what you did, which in a way is bypassing the relay and verifying that the output side of the relay has continuity. Have you tested the fuel pump relay? Testing would be the same as I described above.
If both relays test OK, you'll need to trace the wiring back to the ECU to check for breaks in the wiring. If the wires are sound, it could be a faulty ECM.
