I have replaced the fuse but the pumps and front and rear wipers no longer work, the replacement fuse hasn't blow.

which year is your 996 as the answer can depend on this But I would check the wiper relay that is is located above the driver's side pedals. Listen for a click when activating the wipers, as it may be faulty. blue relay normally in position 16 (996.615.103.00) Post in thread '996 Intermittent wipers' 16 Feb 2014 Relay is item 16. If it’s not the fuse and the the fact both have stopped working, my guess would be relay as suggested above
