Read evidence and context
Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

0 original-poster resolution reports. Counts can overlap; they are not unique people or a success rate.
0 discussions have direct query context; 0 report a fix in that context. Other evidence may inherit the discussion’s subject.
Suggestion
If nothing else, get those pads out and pop in a fresh set, check the disc surface with a flat edge and try again.
Leading evidence: 'Check disc surface' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Check disc surface' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

I would ask the previous owner if they made that particular noise and if you can't contact anyone I would inspect each disc with wheels off for debris and/or improper wear.

Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Just acquired a 2004 GT 3 with 11K miles...pristine. The brake discs look clean and smooth - however they make a rasping noise when applied which I would expect of the ceramics, except these are NOT.
Cause for concern, or do I just need to get them heated up?
The only time I have driven a GT3 I'm afraid I wasn't paying too much attention to the sound the brakes made, but it must be unusual for you to mention it.
It probably isn't anything serious, but you don't really want to gamble with brakes. I'd check to see what sort of condition the pads are in. If they look OK I'd try bedding them in and see if the noise goes away. If it doesn't then I'd suggest getting them checked to ensure there are no serious problems, such as a cracked disc. It isn't something that I've heard of to be honest, anyone else care to chime in?
CONGRATS ON YOUR NEW SLED. post some pix already!!! so....you have big reds on that car...right? What do you mean by "rasping"? kind of like a very low grinding at rolling speeds?

A lot of times people do not properly "bed" their brand new disc pads and end up with possibly warped discs or glossy pads.
If nothing else, get those pads out and pop in a fresh set, check the disc surface with a flat edge and try again.
Congrats on the GT3,,, but take ownership and get in there!
If you use it as intended you'll probably find they go quiet.
The disks are iron and rust easily and there are two sides - one you cant see, and front and back too.
My Porsche 993 disks rusted badly on the inner face (half an inch track in the centre of the disk face). Caused by light use and not drying the disks off after washing the car.
The problem when you use them properly - especially if you track it - is the disk will show cracking starting at the drilled holes.
Then its time for Alcon front disks which last 5 times longer - with Pagid pads.
